Conflict between the Ministry of Defense and AOP: Ministry received a complaint about a change in the register of agency manager

On January 30, the Ministry of Justice of Ukraine announced a complaint from the Ministry of Defense of Ukraine on amendments to the State Register regarding the head of the defense procurement agency.

“The essence of the complaint is to challenge the legality of the change of the head of SE“ Defense Procurement Agency ”from the temporarily acting duties of Director Zhumadilov AK. at Bezrukov MV, who was removed from the post of director by the order of the Ministry of Defense in connection with the investigation, ”the press service said.

It is noted that the Ministry of Defense as an authorized AOP governing body considers that the decision to change the head was approved in violation of the requirements of the legislation and the statute of the enterprise.

Earlier, the Center for Combating Corruption announced the third change in the State Register for the Head of the Defense Procurement Agency – January 29, the head of AOP was again indicated by Marina Bezrukova.

On January 21, the AOC Supervisory Board announced that its members unanimously decided to extend the contract with Marina Bezruk. On January 22, the Supervisory Board of the Defense Procurement Agency of the Ministry of Defense of Ukraine concluded an additional agreement to a contract with the current director of the agency Marina Bezruk for 1 year.

As explained in the agency, in accordance with the Law “On Management of State Property”, the exclusive competence of the Supervisory Board is to approve the terms of the contract with the head.

But on January 24, the Minister of Defense Rustem Umerov stated that the military department would not continue a contract with the Director of the Defense Procurement Agency Marina Bezruk, and promised to punish “all who failed work” on defense procurement. The Ministry of Defense also withdrew two representatives of the state from the Supervisory Board.

According to Umerov, the restart of the Supervisory Board will take place in the near future, and ASO will be appointed director Arsen Zhumadilov, who heads the “state operator”. Zhumadov himself confirmed that he agreed to become the new director of the defense agency.
