Russia: the authorities of the Ryazan region declare an “air attack”, there are reports of explosions at the oil refinery

Russia’s Rostov region was attacked by drones, regional governor Pavlo Malkov said at the end of the day on January 23.

In his social networks, he announced the destruction of drones over the territory of the Ryazan region. According to him, no one was injured.

Subsequently, Malkov added that “the liquidation of the consequences of the air attack on Ryazan is underway. All operative services are working.”

The governor of the region did not report on the consequences of the attack. At the same time, Russian media and Telegram channels, citing local residents, are announcing explosions over Ryazan. In particular, separate reports point to explosions in the area of ​​a local oil refinery.

Andriy Kovalenko, head of the Center for Combating Disinformation of Ukraine, also reported on the explosions in the Ryazan region, also mentioning the local oil facilities:

“There is an oil depot there. And also – an oil refinery – one of the key ones in the oil industry of the Russian Federation, which, although under sanctions, is still working.”

According to Kovalenko, the plant produces, in particular, fuel for military equipment, aviation kerosene and diesel fuel. At the same time, the head of the Central Security Service did not declare Ukraine’s involvement in the explosions, and the military command did not comment on the event either.

Since the beginning of 2024, Russian refineries have been regularly attacked by Ukrainian drones. At some plants, primary oil processing units failed and required repair. However, already in April of last year, Russia was able to partially restore the capacities of key oil refineries.

According to the BBC’s calculations, published in August 2024, since the beginning of the year, the Armed Forces of Ukraine have attacked refineries and oil infrastructure in Russia at least 64 times.
