He noted that despite the fact that Ukraine passed a law on mobilization last spring and lowered the conscription age from 27 to 25, these measures did not have the necessary effect on replenishing the ranks and filling battlefield losses in the war with Russia.

One initiative is a plan that Palisa called a “fair contract.” According to him, the one that contains:

  • financial incentives,
  • clear training guarantees,
  • measures to ensure dialogue between soldiers and their commanders.

The deputy head of the OP explained that the plan is aimed at attracting mainly 18-25-year-olds who are currently exempt from mobilization, as well as Ukrainians who have the right to deferment or demobilized after the adoption of the law on mobilization.

“To secure the unit commander and the contract soldier, to establish an open and professional relationship between them, as well as clear boundaries that are understood by both … In my view, this is necessary for effective dialogue,” he said on Wednesday.

Earlier, the USA called on Ukraine to lower the mobilization age to 18. However, there is no sense in this, as the country does not receive the promised weapons from its partners on time, said Dmytro Lytvyn, adviser to the President of Ukraine.

And the spokesman of the Ministry of Foreign Affairs of Ukraine, Heorhiy Tyhiy, said at the briefing that Ukraine actively informs its partners about the dynamics of mobilization, but currently the main priority is to ensure the quick and timely delivery of weapons to the Defense Forces.

The Verkhovna Rada is not considering any legislative initiatives to lower the mobilization age. Ideas regarding the forced mobilization of women were also not brought up for consideration.
