“On January 23, 2025, the first meeting of the Expert Council of the Ministry of Culture and Strategic Communications of Ukraine on the development of the system of state strategic communications took place. Deputy Minister of Culture and Strategic Communications of Ukraine for European Integration, Chairman of the Expert Council Andriy Najos announced the creation of the state institution “Center for Strategic Communications and information security,” the message reads.
Najos noted that currently the main tasks are the formation of the organizational structure and the definition of the functionality of the Center in order to ensure its practical effectiveness.
For her part, Yevgenia Kravchuk, deputy head of the Verkhovna Rada Committee on Humanitarian and Information Policy, expressed her support for the institutionalization of the Center and the strengthening of the Ukrainian narrative, particularly regarding Ukraine’s role in World War II.
It is noted that the discussion focused on the strategic goals of the Center and the priorities of the work of the Expert Council in 2025.
The experts were also presented with the Concept of Strategic Communications, which aims to build a systematic, coordinated communication strategy, and is also designed to motivate target audiences and key stakeholders to support national interests, strengthen unity and mobilize resources for the victory of Ukraine. The concept envisages the active involvement of international support and the development of a quality Ukrainian information product, which includes countering disinformation, creating powerful Ukrainian narratives and intercepting the information initiative.

As reported, the ICSK established the Expert Council on Development of the State Strategic Communications System in Ukraine by its order of January 17. The council includes 26 experts – representatives of the ICSK, the public sector and the media.
