On Wednesday, the October Court of Poltava chose a preventive measure for Oleksandr Liev in the form of detention with the possibility of bail in the amount of over 9 million hryvnias. The ex-official is suspected of purchasing low-quality machine guns for the Armed Forces.
I appeared at the court session three times. The prosecutor did not appear twice. And now to say that I can hide from the investigation is simply an absurdity. To say that I can influence some actions is also absurd, because the case has been under investigation for a year, and in a year they removed all the materials that were needed. To say that the suspicion is justified is also absurd. Because any person with higher, even secondary education, reading ordinary materials, the chronology of events, sees that this is simply the most real absurdity
Commenting on the circumstances of the criminal proceedings, he noted that machine guns were purchased and paid for by the Ministry of Defense in March 2022. In May of the same year, machine guns were delivered to Ukraine. At that time, Liev did not yet work as the head of the Department of Military and Technical Policy of the Ministry of Education and Culture. Only in August 2022, he was appointed head of the MOU department and, according to Liev, the machine guns were in warehouses all the time, because they did not have operational documents. The exhibitor noted that after the supplier delivered the necessary documentation, the military unit drew up a form that included approval of the quality of the machine guns, there were conclusions of military gunsmiths who signed the act of receiving and handing over the goods from the relevant military unit.
“They are accepted not on the basis of the fact that I myself research something there, but the military unit where they work, the gunsmiths serve – they check the quality, completeness, draw up the appropriate form. And on the basis of this form, signed by all, all military personnel, I signed acceptance certificate, that is, it was paid for six months before me. quality, not to the kit, not to anything,” Liev stressed.
At the same time, according to the exhibitor, the contract for the supply of machine guns stipulated that if they turn out to be of poor quality, they can be returned with the payment of fines to the supplier who brought them.
“And the fact that they still haven’t been returned, they’re still arrested, they haven’t been replaced with new ones yet – this is precisely the question for the Security Intelligence Service. Who is preventing the Armed Forces? Because in fact, these machine guns could already be working in the army now, if they were simply returned The supplier is a state-owned enterprise, Spetskhnoeexport, Liev noted.
According to his information, “Spetstechnoexport” is ready to repair the machine guns and pay fines, because this is their obligation under the contract.
“And this is not the only case when there are low-quality weapons. Unfortunately, many Soviet models of weapons are of low quality. Therefore, state contracts, absolutely all of them, provide for the possibility… this is the fifth point in all state contracts, so that it can be returned or repaired at the expense of… the supplier side with the payment of fines,” Liev emphasized.
