According to sources UNNwe are talking about Colonel Dmytro Ryumshin, who headed the brigade until December 2024.
The DBR notes that the commander deliberately did not perform other actions assigned to him by his official duties, in particular, during 2024, he did not send a single report to the pretrial investigation authorities regarding subordinate servicemen who committed criminal offenses.
“It was established that during the past year the colonel had information about the SZCH in his brigade. The command staff of the military unit reported to him not only verbally, but also wrote reports and reports about the facts of the commission of criminal offenses by subordinate servicemen. In particular, those related to voluntary abandonment the military unit and the place of service, as well as the non-return of servicemen from vacations, business trips, and sick leave. However, the commander, contrary to the requirements of the law, he did not inform the authorities of the pre-trial investigation about the discovered facts,” the SBI noted.
The Bureau emphasized that due to the actions of the commander, the law enforcement officers could not start the procedure of finding and returning servicemen to the military unit and reserve battalions, or in some cases ensure that they serve the punishment for the crimes committed.
Some subordinates periodically voluntarily left the place of service, then voluntarily returned, after which they did it again, feeling complete impunity for such illegal actions. Also, the commander did not take measures to eliminate the causes and conditions that contributed to the arbitrary abandonment of the military unit by subordinates.
In particular, the colonel unjustifiably included unmotivated men for military service in the lists of persons who were planned to undergo training on the territory of France. Among them were persons against whom reservations and prohibitions were contained in instructions and orders of the top management.
In particular, 22 servicemen who were called up for mobilization from border regions, but their place of registration is in other regions, as well as 15 servicemen who were brought to administrative responsibility in 2024 on the eve of their mobilization for military service for attempting to illegally cross the state border outside points passage across the state border. As a result, 56 servicemen of the brigade voluntarily left the training grounds in France.
“The law enforcement officers detained the former brigadier general of the 155th Ombre. He will be brought to Kyiv to inform him of the suspicion that a military official did not send a report about a subordinate who committed a criminal offense to the body of a pre-trial investigation, as well as in other willful non-fulfilment by a military official of actions that she with her official duties, she had to fulfill what was committed in the conditions of martial law and caused significant damage (Part 4 of Article 426 of the Criminal Code of Ukraine). The sanction of the article provides for a penalty of up to 10 years of imprisonment. It is also planned to petition the court for a preventive measure in the form of detention,” the DBR summarized.
