The Ministry of Justice announced the restoration of the unified and state registers after the cyber attack

The ministry emphasized that the access of notaries and state registrars to the State Register of Property Rights to immovable property is currently limited “for the period of updating data on encumbrances by state and private executors””, — write: www.radiosvoboda.org

The Ministry of Justice of Ukraine declares that the functioning of the unified and state registers of the Ministry of Justice has been restored since January 20 after a large-scale cyber attack by Russia.

According to the report, the following registers have been restored:

  • State register of property rights to immovable property;
  • State register of movable property encumbrances;
  • Automated system of executive proceedings;
  • Electronic register of apostilles;
  • Unified register of convicts and persons taken into custody;
  • Automated system “Bankruptcy and Insolvency”;
  • The unified state register of persons to whom the provisions of the Law of Ukraine “On Purification of Power” have been applied.

The ministry emphasized that the access of notaries and state registrars to the State Register of Property Rights to immovable property is currently limited “for the period of updating data on encumbrances by state and private executors.”

“At the same time, a number of electronic information interactions with state bodies, which use data exchange with the above-mentioned registers in their activities, are being restored, first of all with the State Department of Internal Affairs, the Ministry of Internal Affairs, the Ministry of Internal Affairs, the Ministry of Internal Affairs, the Ministry of Statistics, the Ministry of Digital, the State Geocadastre, the State Geocadaster, and others. Also, in the near future, access to online services related to the specified registers will be restored on the portal and in the Diya application,” the message reads.

The Deputy Prime Minister for European integration, the Minister of Justice of Ukraine Olga Stefanishyna said that “the Russians did not achieve their goal.”

“Step by step, we restored the key registers for notaries, then DRATSS, EDR, and now the work on the restoration of the last part of the registers has been completed. The final step is the updating of the data entered during the recovery, which is already being done by the specialists of the executive service and private executors. I will emphasize once again that the data of Ukrainians were not lost,” she wrote on Facebook.

According to Stefanishyna, after the cyber attack, the Ministry of Justice stopped cooperation with the head of the State Enterprise “National Information Systems”. “The criminal proceedings, which were opened immediately after the attack, are still ongoing. The NAIS audit was conducted for the first time, and it has already been completed. In addition, an official investigation is ongoing,” she added.

In addition, as the government official stated, in order to strengthen protection, the Verkhovna Rada supported in the first reading the draft law, which provides for the creation of a network of cyber security specialists in all state institutions that process important data of Ukrainians.

“It will be part of the same ‘Pentagon for public records.’ But, this is only part of the strengthening plan. The third is international cooperation. “Cyber ​​threats have no borders, so we actively involve the experience and expertise of partner countries,” she said.

On December 19, the Minister of Justice Olha Stefanishyna announced the most extensive external cyber attack on the state registers of Ukraine in recent times. As a result of the targeted attack, the work of state registers was temporarily stopped.

At that time, the Ministry of Justice predicted that it would take approximately 2 weeks for the registers to be restored as a priority.

The Security Service opened criminal proceedings after a cyber attack on state registers. The main version considered by the SBU is that Russian special services are behind this cyber attack, in particular, hacker groups connected to the GRU of the General Staff of Russia.

On January 10, the Ministry of Justice announced that the main services of the portal of the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations have resumed work.
