According to him, Russian ruler Vladimir Putin believes that time is on his side, and he is right, because “if nothing is done in the next few weeks, the US aid could end, and it will take time to get new one,” so by the end of the year, Ukraine may experience a fiasco.

“Either from the actual inability to fight, or from the drop in morale, if they do not receive any support from the USA,” the expert explained.

He predicts that Putin believes he can hold out long enough to win the war:

“And we must clearly understand that victory does not mean a settlement through negotiations, when Ukraine retains part of its sovereignty, etc. Victory for Putin is the complete elimination of Ukraine as an independent entity on the world stage.”

According to Kagan, US President-elect Donald Trump will try to start negotiations with Putin as soon as possible after his inauguration on January 20. At the same time, he and his team can quickly realize that there is very little chance of any serious discussions.

“Putin will, of course, talk forever if he needs to, but not to actually start a settlement. Under the current circumstances, Putin has no incentive to negotiate. He thinks he will win the war unless something changes dramatically – like for example, there will be no new draft law on aid to Ukraine,” the expert summarized.
