The Office of the President of Ukraine published the text of the 100-year partnership agreement between Ukraine and the United Kingdom of Great Britain and Northern Ireland, which provides for deepening security ties and strengthening the partnership for future generations.

Details: On the Ukrainian side, the document was signed by President Volodymyr Zelenskyi, on the British side by Prime Minister Keir Starmer.

The introductory part of the document mentions, among other things, support for Ukraine’s European and Euro-Atlantic aspirations and Britain’s support for “Ukraine’s irreversible path to NATO membership.”

There is also a mention that Ukraine “will continue to build its potential and ability to prevent and counter corruption in the public and private sectors in accordance with its obligations under the Security Cooperation Agreement, in particular by further supporting independent and adequately resourced anti-corruption institutions “.

The main part of the agreement consists of 14 articles – on strengthening defense capabilities, strengthening security and reaching a consensus on Ukraine’s membership in NATO, building a partnership in the field of maritime security, strengthening economic and trade cooperation, cooperation in the field of energy, climate and the transition to clean energy; strengthening cooperation in the field of justice and prosecution; countering foreign information manipulation and interference; strengthening positions as leaders in the field of science, technology and innovation; using the potential of socio-cultural ties; cooperation on migration issues.

The article on strengthening defense capabilities states that Ukraine and Britain will deepen cooperation in this area, strengthen their military and defense industrial capabilities, including the development of the armed forces and cooperation between defense industrial bases, strengthen Ukraine’s defense procurement systems and transfer technologies for joint production of defense products, including within the framework of joint initiatives).

They declare their intention “to develop spheres whose importance for Euro-Atlantic peace and stability goes far beyond war, recognizing the important role of Ukraine in protecting Euro-Atlantic security and paying special attention to Ukraine’s operational interoperability and contribution as a future NATO ally.”

The article on maritime security declares the intention to work on the elimination of long-term systemic threats and challenges to maritime security in order to restore freedom of navigation.

“The parties establish a partnership in the field of maritime security, in particular with the aim of strengthening security in the Baltic, Black and Azov seas,” it says.

Below in Art. 6 declare their intention to take measures to bring to justice states that commit gross violations of international law.

The migration article says the parties will take incremental steps to make it easier for citizens to travel and visit each other’s countries “under conditions of well-managed and secure mobility.”

The agreement will remain in force for 100 years from the date of its entry into force, unless either party terminates it in accordance with a specified procedure. The possibility of making changes to the document by mutual agreement of the parties is also provided. The parties may enter into additional agreements or arrangements to implement this agreement.

What preceded:

  • On January 12, 2024, a bilateral security agreement between Ukraine and Britain was signed as a continuation of the G7 declaration on “security guarantees” for Ukraine – the first such document. Then Prime Minister Rishi Sunak came to Kyiv to sign it.
