Only parcels with goods worth up to 45 euros will not be subject to VAT, provided that they are sent by individuals without any payment and without a commercial purpose. To simplify the import process, it is proposed to implement the IOSS mechanism (as in the European Union), where VAT can be paid directly by the supplier or marketplace, and to introduce a new customs declaration for low-value goods (similar to the European H7).
