Analysts of the Institute for the Study of War indicate that the head of the Kremlin, Vladimir Putin, is not going to make concessions for peace negotiations and supports demands aimed at the destruction of the Ukrainian state.

Literally ISW: “The Kremlin remains committed to achieving the original goals of its full-scale invasion of Ukraine in any future peace negotiations, namely the destruction of the Ukrainian state, the dissolution of the current Ukrainian government, the demilitarization of Ukraine, and a permanent ban on Ukraine’s future NATO membership.”

Details: Advisor to the head of the Kremlin and former secretary of the Security Council Mykola Patrushev rejected the suggestion that Russia may be ready to cede any occupied territory to Ukraine in future negotiations during an interview with the Russian newspaper “Komsomolskaya Pravda” published on January 14, and said that the idea is “not even up for discussion.”

Patrushev falsely claimed that fictitious referendums in the occupied territories of Ukraine in September 2022 legitimized Russia’s claims to the occupied Donetsk, Luhansk, Zaporizhzhya and Kherson regions, and implied that international recognition of Russia’s illegal occupation and annexation of these four regions and occupied Crimea is a condition that non-negotiable for a future peace agreement.

Patrushev said that Russia’s goals in Ukraine remain the same and that Russia remains committed to achieving all the goals that Russian ruler Vladimir Putin used to justify a full-scale invasion.

Literally ISW: “Putin identified the ‘demilitarization’ and ‘denazification’ of Ukraine as the key goals of a full-scale invasion during a speech on February 23, 2022 – and these goals amount to destroying Ukraine’s ability to defend itself and replacing the legitimate Ukrainian government with a pro-Russian puppet one.”

“ISW continues to assess Putin’s goals in Ukraine as the collapse of NATO and the establishment of total control over Ukraine, and that Putin remains committed to those goals, and ISW has seen no indication that Putin is willing to compromise those goals in future negotiations.”

Details: Russian officials continue to deny the existence of a Ukrainian identity and a state independent of Russia, part of ongoing Russian efforts to justify the destruction of the Ukrainian state.

At a press conference on January 14, Russian Foreign Minister Sergey Lavrov mentioned “the country now called Ukraine” – a clear attempt to discredit the existence of Ukraine as a sovereign and independent state.

Patrushev also emphasized the “fraternal” bond between Russia and Ukraine and dismissed any suggestion that Russia and Ukraine have distinct cultural and historical identities.

Literally ISW: “The ongoing information operation of the Kremlin, which tries to present Russians and Ukrainians as one single nation, culturally and historically homogeneous, is one of the most significant information operations of the Kremlin aimed at undermining the support of Ukraine in the West. Calls for the West to agree to all Russian demands in Ukraine require the West to recognize by default and agree that Ukrainian identity and a state independent of Russia either do not exist at the moment or do not deserve to exist in the future”.

ISW key findings for January 14:
