Detectives of the Economic Security Bureau of Kyiv have been simulating searches on the territory of the Odesa Sea Trade Port for a week. This was stated in the complaint of private enterprises to the Office of the President, the Office of the Prosecutor General, the State Security Service of Ukraine, the State Security Bureau of Ukraine and the Council for the Support of Entrepreneurship of Ukraine.
According to the businessmen, starting from December 19, BEB detectives arrive at the place of the search every morning, where they read the decision about the need to “renew” the investigative action”, and in the evening of the same day, the detective reads out the “suspension” of the investigative action. At the same time, the resolution mentions a search, but there is not a single word about the seizure of property, which actually takes place.
Moreover, no investigative, investigative actions are actually carried out. Most of the law enforcement officers are on the territory of the port without any assignments and cannot explain what they are doing and what goal they are pursuing. A BEB employee remains at the port overnight, continuing to block the activities of private enterprises.
In their appeal, the businessmen state that the purpose of such illegal actions by law enforcement officers is not the need to investigate criminal proceedings, but countering the economic activity of a number of enterprises. So, for example, in the absence of any prohibitions regarding the declaration of goods and administrative documents – motor carriers are not released from the port, drivers remain hostages of the situation.
Illegal actions of BEB detectives have already led to the stopping and blocking of any financial and economic operations related to the export of goods from the port, the activity of hundreds of enterprises that are not even specified in the search warrant is blocked.
As a result, exporting companies bear additional costs related to the storage of goods in the port territory, the inability to load and export the goods in accordance with the terms of the current contracts, bear additional costs for the idleness and stay of ships in the port territory.
In addition to everything else, the workforce of these companies suffers, which cannot work and is already resorting to extreme measures, publicly burning tires as a sign of protest.
Summing up, the business indicates that the actions of law enforcement officers block the timely payment of taxes to the budget, and accordingly, the receipt of foreign exchange revenue to Ukraine, which is unacceptable in the conditions of war.
