The Ministry of Defense of Ukraine is asking the Verkhovna Rada Committee on National Security, Defense and Intelligence to postpone the preparation of the draft law on the demobilization of military personnel until March 18, 2025.

This is reported by “Ukrainian Pravda” with reference to a source in the parliamentary committee and a letter from Defense Minister Rustem Umyerov to the committee, which was at the disposal of the publication. In the mentioned letter, it is said that the draft law developed by the Ministry of Defense envisages, in particular, the establishment of new norms regarding the dismissal from service and the rotation of servicemen who have been performing tasks in the areas of hostilities for a long time.

This document was sent for approval to the General Staff of the Armed Forces of Ukraine and the Administration of the State Special Service of Transport. The General Staff did not support the draft law. The decision was based on the fact that the introduction of the draft law for consideration by the parliament is “possible only on the condition that a sufficient number of military-trained resources are accumulated on the military register in the TCC and SP and citizens are recruited to serve in the Armed Forces in satisfactory volumes.”

“According to the information provided by the General Staff, in the event of the implementation of the project of this law, the estimated number of servicemen who will have the right to be dismissed will be 108,000 people (including 14,000 officers), which, in the event of their simultaneous dismissal, will lead to a significant reduction in the number of personnel combat units,” said Umerov’s letter.

At the same time, it is emphasized that the Ministry of Defense has worked out two alternatives to this draft law. Among other things, it is proposed to ensure that Ukrainian defenders who during the martial law served continuously for 36 months and during this period participated in hostilities, staying in the regions of their implementation for at least 18 months, be sent for rehabilitation for up to two months. After its completion, an additional one-time vacation for a period of 30 days is expected, with the preservation of monthly financial support.

Alternative options also offer additional one-time leave for a period of 90 days with maintenance of monthly financial support. And commanders are proposed to oblige commanders to conduct rotations of soldiers who took direct part in hostilities within 90 days.

“The specified alternative draft laws require a detailed discussion and the adoption of an appropriate decision at the level of the state leadership. In view of the above, we ask that the deadline for the implementation of the task defined by subsection 1.40 of Plan 3633-IX (it concerns the development of a draft law on the conditions of demobilization – UP) be postponed until March 18, 2025 year”, the letter says.

Demobilization of the militaryPetro Kuzyk, commander of the Svoboda Battalion of the Rubizh Offensive Brigade of the National Guard of Ukraine, advocates the demobilization of at least some categories of fighters. He emphasized that units fighting on the front line have the right to rest.

At the same time, the former platoon commander of the “Aidar” battalion Yevhen Dyky emphasizes that in order to pass the law on demobilization, it is first necessary to provide the Armed Forces of Ukraine with reserves. Accepting only the maximum term of service is “suicide”, he believes.
