“The Cabinet of Ministers approved the NSDC’s plan to preserve the national identity of Ukrainians in the Russian Federation,” Goncharenko said.
According to him, the main points of this plan include the following
– collection and study of facts and testimonies about crimes committed against Ukrainians who lived or are living on the territory of the Russian Federation, historically inhabited by ethnic Ukrainians, about the policy of forced Russification, political repressions and deportations of Ukrainians;
– intensification of work against Russian propaganda regarding the current history of Ukrainians and peoples enslaved by the Russian Federation;
– development of interaction between Ukrainians and the enslaved peoples of the Russian Federation;
– preparation and distribution of materials about the more than a thousand-year history of state formation, historical connections of the lands where ethnic Ukrainians live;
– coverage in educational programs and textbooks of the history of ethnic Ukrainians in the lands historically inhabited by them within the Russian Federation.

In January, he signed the decree “On the territories of the Russian Federation historically inhabited by Ukrainians.” Among other things, the decree envisages instructing the Cabinet of Ministers to develop and submit to the NSDC for consideration an action plan for the preservation of the national identity of Ukrainians in the Russian Federation, including in the lands historically inhabited by them (in the Kuban, Starodubshchyna, Northern and Eastern Slobozhanshchyna within the boundaries of modern Krasnodar Krai, Bilhorodsk, Bryansk , Voronezh, Kursk, Rostov regions of the Russian Federation).
In particular, the government had to provide:
– working out the issue of collecting and studying facts and testimonies about crimes committed against Ukrainians who live (lived) in the territories of Russia, historically inhabited by ethnic Ukrainians, about the policy of forced Russification, political repression and deportations of Ukrainians, restoration and preservation of historical memory , including regarding the formation of a center on the specified issues;
– intensification of work on countering disinformation and propaganda of the Russian Federation regarding the history and present of Ukrainians in Russia and all peoples enslaved by it with the involvement of domestic and foreign scientists, experts, representatives of the Ukrainian public abroad and organizations of Ukrainians abroad to prepare and conduct events aimed at debunking Russian myths about Ukraine;
– development of interaction between Ukrainians and peoples enslaved by Russia;
– ensuring, together with the National Academy of Sciences of Ukraine, the preparation and distribution in Ukraine and the world of materials about the more than a thousand-year history of Ukrainian state formation, the historical connections of the lands inhabited by ethnic Ukrainians, with Ukrainian national state formations in different historical periods;
– coverage in educational programs and textbooks for educational institutions of the true history of ethnic Ukrainians in the lands historically inhabited by them within the Russian Federation.
