According to media reports, Shibani is a graduate of the Faculty of English Language and Literature at the University of Damascus. Since the beginning of the war in the country in 2011, Sheibani took an active part in the activities of the Syrian opposition.
During the war, about two-thirds of the country’s territory was under the control of government forces, dpa reminds, while northwestern Syria has been under the control of the Islamist group Hayat Tahrir al-Sham (HTS) since 2017. In this “administration”, Shibani was the head of the political affairs department. He was responsible for “interaction with representatives of foreign states and international organizations, including UN agencies and humanitarian structures.”
The new Minister of Defense of Syria, Abu Kasra, was born in the city of Halfajah in the province of Hama, dpa notes. He is one of the most famous leaders of the KhTSH.
