The ground-breaking ‘safe drug use facility’, called Thistle, will allow people to use illicit drugs bought elsewhere in a hygienic environment, under the supervision of trained professionals who will provide trauma and overdose care, as well as offer comprehensive support and referrals to other services. It will be open 365 days a year, from 9am to 9pm, and is located next to well-known public injection sites.
The Thistle opens amid what has been described as a drug death emergency in Scotland, with Glasgow being named Europe’s drug death capital. According to the data, 1,172 people died in 2023, almost a quarter of them – in Glasgow.
But project participants stress that Thistle was designed to meet the needs of a specific community — people, many of whom are homeless, who use drugs publicly in the inner city — and that other measures are needed to reduce drug-related deaths.
Plans for a center in Glasgow were first proposed a decade ago in response to an outbreak of HIV among injecting drug users, but were repeatedly blocked by the Home Office under the Conservatives, who argued the service would contravene the Misuse of Drugs Act 1971 year
There are more than 100 safe drug consumption points in the world, and not a single fatality has been recorded in any of them.
