From January 1, 2025, the new Law of Ukraine No. 3720 “On Mandatory Civil Liability Insurance of Owners of Land Vehicles” enters into force. The norms of the law provide for changes to the procedure for obtaining international insurance “Green Card”, which can be reflected at the border crossing,

According to the changes and according to the information that the border guards also received from the Motor (Transport) Insurance Bureau of Ukraine, the “Green Card” insurance certificate will become valid only from the beginning of the day following the day of its issuance.
This means that vehicles will no longer be able to cross the border on the day of signing the international insurance contract.
The new requirements provide that:
– The “Green Card” insurance contract comes into effect from 00:00 on the day indicated in the contract as the beginning of its validity, but only after entering a record of this contract into the Unified Centralized Database of the MTSU.
– The insurance certificate must be issued at least one day before the planned trip.
In the absence of a valid “Green Card” certificate, crossing the border may be refused, because information about the insurance contract must be displayed in the Unified Centralized Database.
Remember that entering information about the contract into the MTSB database is mandatory for its validity. Plan the registration of insurance documents in advance to avoid unforeseen situations during trips abroad.
All international insurance contracts of the previous model concluded before January 1, 2025 will be valid until their expiration date.
