According to the resolution, the terms of administrative proceedings and the provision of public (electronic public) services provided using the registers of the Ministry of Justice are suspended until access to them is restored.
Also, the deadlines for the Ministry of Justice to exercise control over activities in the spheres of state registration, consideration of complaints on decisions, actions or inaction of state registrars have been suspended.
The date of restoration of access to the unified and state registers, the holder of which is the Ministry of Justice, is the next working day after the day of publication of the relevant notice on the official website of the Ministry.
The Cabinet of Ministers says that this decision is aimed at protecting the rights and legitimate interests of citizens and legal entities – participants in administrative proceedings – in the emergency situation that arose due to the restriction of access to key registers.
On December 19, the head of the Ministry of Justice announced the most extensive external cyber attack on the state registers of Ukraine in recent times. As a result of the targeted attack, the work of state registers was temporarily stopped.
Later, the head of the department, Olga Stefanishyna, said that the hacking of the Ministry of Justice’s registers did not affect other state information systems, although the “Action” application “did not work in the part that is formed from data” from the Ministry of Justice’s registers. Also, according to her, there is no threat of loss of data or loss of functioning of registers.
