The IMF explained what will affect the blackout in Ukraine

According to the IMF, between January and October 2024, a series of Russian attacks on the Ukrainian power system damaged or destroyed more than 10 GW of generating capacity, which is about half of last winter’s peak demand.

Despite such significant losses, the situation in the energy sector remained relatively stable until November.

“Russian shelling and destruction of energy infrastructure in November-December caused new economic damage and losses, limiting Ukraine’s power generation capacity, increasing energy deficits and causing massive and long-term power outages in households across the country,” the document says.

As the fund’s experts note, the authorities of Ukraine are working promptly to solve the problems caused by the ongoing destructive attacks on the energy infrastructure. Repairs have been successful and new power generation equipment has been steadily coming into operation, complemented by the EU’s increase in the import limit to 2.1 GW (from 1.7 GW) with an additional 250 MW of emergency support.

According to the IMF, the authorities have also stockpiled gas for the heating season in accordance with the target level.

The commissioning of 0.9 GW of reserve distributed generation, as well as the expansion of imported capacities and support in the restoration of damaged generating capacities allow to partially mitigate the consequences of the deficit. The negative impact of the capacity deficit on a number of industries is also partially mitigated by the direct import of electricity by companies for production purposes, the development of own generation, the IMF notes.

It will be recalled that in October, the IMF estimated the winter energy deficit in Ukraine at 3-4 GW, which “corresponds to the estimates of other interested parties”, while negative risks due to missile attacks and seasonal factors prevail.

We will remind you that on December 17, the Verkhovna Rada planned to consider a draft law on the completion of power units of the Khmelnytsky NPP at the expense of Western donors. The document was developed without consultation with the EU and contained corruption risks, and it was withdrawn from consideration.

The International Atomic Energy Agency (IAEA) is ready to provide support to Ukraine in the implementation of the project to upgrade power units No. 3 and No. 4 of the Khmelnytskyi nuclear power plant.
