“Previously, the Prosecutor General’s Office ensured participation in the proceedings of the Pechersk District Court. The Office of the Prosecutor General does not name the parliamentarian, but the publicized circumstances point to Oleksandr Dubinsky.
The Pechersk District Court of Kyiv found the current People’s Deputy of Ukraine Oleksandr Dubinsky guilty of committing an administrative offense related to corruption.
According to the State Bureau of Investigation, in August and October 2023, the people’s elected representative addressed the Ministry of Health of Ukraine and the bureau itself with parliamentary appeals, in which issues of his private interest were raised.
According to the SBI, by his actions, the person involved violated the requirements of the Law of Ukraine “On Prevention of Corruption” (not to act and not to make decisions in conditions of a real conflict of interests), for which administrative responsibility is provided.

Oleksandr Dubinsky was informed of suspicion in two cases. In November 2023, the Security Service of Ukraine reported that People’s Deputy Oleksandr Dubinsky was suspected of treason and involvement in a criminal organization. According to the investigation, he had the call sign “Buratino” and “was part of a criminal organization formed by the Main Directorate of the General Staff of the Russian Armed Forces (known as the GRU).” The Security Service of Ukraine reported that the main task of this organization is “to shake the socio-political situation in Ukraine and discredit the state in the international arena.”
Later, the court took him into custody, where he remains until now.
Dubinsky was suspected in the case of traveling abroad on the basis of false information. In addition, Ukrainian law enforcement officers suspect him of organizing a scheme for the illegal departure of men abroad. The deputy stated that the SBI served him with suspicion “for criticizing Yermak and Zelenskyi.”
