The Security Service has opened criminal proceedings after a cyber attack on state registers, Volodymyr Karastelov, Acting Head of the Cyber Security Department of the SBU, said at a briefing on November 20.

According to him, the service works in three areas:

“Firstly, repelling a cyberattack, secondly, restoring the infrastructure and dealing with the consequences, and thirdly, documenting this cyberattack as a crime.”

He said that the SBU opened proceedings under several articles of the Criminal Code, including the article on “violation of the laws and customs of war.”

“The main version considered by the SBU is that Russian special services are behind this cyberattack, in particular, hacker groups connected to the GRU of the Russian General Staff,” he said.

The head of the cyber security department added that, “due to the specifics of the work” of the SBU, it cannot disclose all data related to the investigation.

“Work is underway, all consequences will be dealt with in a timely manner and documented in the relevant criminal proceedings,” said Karastelov.

On December 19, the head of the Ministry of Justice announced the most extensive external cyber attack on the state registers of Ukraine in recent times. As a result of the targeted attack, the work of state registers was temporarily stopped.
