The EU has changed its approach: “Russia must not win”

The European Union declared that Russia should not win the war against Ukraine. This wording first appeared in the conclusions of the European Council following the results of the summit, which took place with the participation of President Volodymyr Zelenskyi, and then without him, as required by the EU protocol.

This text was agreed upon by all 27 member states of the Union, including Hungarian Prime Minister Viktor Orbán. As a source told DW, the introduction of this phrase was preceded by long discussions.

For all EU countries, this means the same as “Ukraine must win”. However, it was important to clearly point to Russia, and this signal is primarily addressed to our allies in the USA. This is probably more specific wording for the new administration

The statement also reflects a new level of self-criticism of the European Union. The document states that the European Council reviewed the military support measures for Ukraine and called for their “immediate strengthening”. This urgency, which Kyiv emphasized from the beginning of the war, was reflected in EU directives almost three years later.

The new setting was confirmed by the head of the European Council, Antonio Costa. According to him, “firm determination” prevailed in the meeting hall.

He managed to wrap up the summit, which normally lasts two days, in one, focusing on strategy rather than lengthy wording discussions.
