This text was agreed upon by all 27 member states of the Union, including Hungarian Prime Minister Viktor Orbán. As a source told DW, the introduction of this phrase was preceded by long discussions.
For all EU countries, this means the same as “Ukraine must win”. However, it was important to clearly point to Russia, and this signal is primarily addressed to our allies in the USA. This is probably more specific wording for the new administration
The statement also reflects a new level of self-criticism of the European Union. The document states that the European Council reviewed the military support measures for Ukraine and called for their “immediate strengthening”. This urgency, which Kyiv emphasized from the beginning of the war, was reflected in EU directives almost three years later.
