According to the Ministry of Foreign Affairs of Ukraine, the document covers the human rights situation in all territories of Ukraine temporarily occupied by the Russian Federation, which ensures increased monitoring by the UN and the international community of all crimes and gross violations committed by the Russian occupation authorities against local people in these territories.
The General Assembly once again confirmed the sovereignty and territorial integrity of Ukraine within its internationally recognized borders and the non-recognition of any changes in the status of Ukrainian territories. In this regard, the UN General Assembly demands the Russian Federation to immediately stop aggression against Ukraine and withdraw all its armed forces from the territory of Ukraine within its internationally recognized borders.
It is important that this document became the first UN resolution in which the General Assembly called the aggression of the Russian Federation against Ukraine “War of aggression against Ukraine”.
The adoption of the document shows that the international community unequivocally condemns the crimes of the Russian occupiers, and every act of violence and violation of human rights will be properly assessed and punished.
Among the key provisions of the resolution, in particular, is condemnation of Russia’s continued disregard for international human rights and international humanitarian law, the illegal detention of Ukrainian civilians, the use of torture and torture, and discrimination against residents of temporarily occupied territories.
The substantive novel of this year’s document is the provision with the UN General Assembly’s condemnation of torture and other forms of harsh treatment of Ukrainian prisoners of war, including sexual violence, and a call to the Russian Federation to grant access to international humanitarian mandates, including the ICRC, to their places of detention, to ensure the provision of adequate medical care and full exchange all prisoners of war.
The resolution is also aimed at the protection and return of deported children: the UN General Assembly calls on the Russian Federation to stop the deportation of Ukrainian children and to provide comprehensive information to the relevant UN agencies and international organizations with a list of all deported Ukrainian children, including those whose status has been changed, those who have been adopted or placed in care adoptive parents, as well as take all necessary measures for the safe return of these children to the Motherland.
The UN General Assembly reminds of the decision of the UN Secretary General for the second year in a row to include the armed forces of the Russian Federation and armed formations affiliated with them in the temporarily occupied territories to the so-called “list of shame” in the annual report “Children and Armed Conflict” for killing children and attacks against schools and hospitals in Ukraine.
The resolution emphasizes that the Russian Federation, as the occupying power, bears full responsibility for the catastrophic consequences of the Kakhovka HPP explosion for the region’s economy, agriculture, and ecology, and condemns Russia’s blocking of UN humanitarian access to the victims. It also emphasizes the inadmissibility of attacks against Ukrainian port infrastructure, port blockades, and threats to civilian and commercial vessels that undermine global food security.
“We express our gratitude to the international community for supporting the territorial integrity and sovereignty of our state. The clear position of the UN General Assembly and the member states of the Organization is an important step towards restoring respect for international law, holding Russia accountable for all crimes committed.
We call on all UN member states to continue to put pressure on the aggressor state for the sake of restoring justice and sustainable peace in Ukraine and the world as a whole. The return to the rule of law and respect for fundamental freedoms will contribute to the strengthening of European and global security, and will prevent the recurrence of similar crimes in the future,” the Ministry of Foreign Affairs added.
