According to him, many Ukrainian communities have long cooperated with international organizations, attracting financing for the implementation of energy-efficient measures. This allows communities to modernize infrastructure, reduce energy costs and ensure stability even in difficult conditions.
“This work should be carried out constantly. Unfortunately, not all communities were active in this direction, but those who were engaged in energy efficiency in advance are receiving significant benefits today,” he emphasizes.
The help of international partners became especially important after the beginning of the full-scale invasion of the Russian Federation, Popenko continued.
Thanks to the support of sister cities from Poland, Germany, and other countries, it was possible to obtain generators, gas piston units, and spare parts for water utilities and heat utilities.
“This allowed communities to survive the most difficult periods of 2022-2023,” the expert emphasizes.
As an example, Popenko cited the experience of Khmelnytskyi, who started similar projects in advance. In this city, back in 2008-2009, the local authorities initiated the installation of gas piston installations, which now ensure the stable operation of the communal infrastructure.
“Working on energy independence is not only about saving resources, but also about survival in crisis conditions. Foreign aid is an important incentive for the development of Ukrainian communities, and this cooperation must be developed further,” Oleg Popenko concluded.
He also called on local self-government bodies to more actively involve international partners and implement modern technologies, because this is a guarantee of the country’s energy stability.

Another example of effective cooperation with international partners and the introduction of energy-efficient technologies is the Brovary territorial community. In particular, the utility company “Brovaryteplovodoenergia” received a new generator with a capacity of 720 kW to ensure the operation of one of the key objects of the city’s critical infrastructure. Previously, KP “Brovaryteplovodoenergia” received a cogeneration plant with a capacity of 260 kW from USAID. The equipment, which will be installed at one of the company’s facilities, will be a step towards increasing the community’s energy independence.
