On Monday, December 16, the Council of the European Union adopted the 15th package of economic and individual restrictive measures against Russia, which included 54 people and 30 organizations.

Details: The EU said that these measures are designed to counteract the circumvention of EU sanctions by targeting the shadow fleet of Russian ruler Vladimir Putin and to weaken the Russian military-industrial complex.

The EU imposed sanctions against the military unit responsible for the shelling of the Okhmatdyt Children’s Hospital in Kyiv on July 8, top managers of leading companies in the energy sector, persons responsible for child deportation, propaganda and detours, as well as two North Korean officials.

For the first time, various Chinese entities that supply components for drones and microelectronics to support Russian aggression against Ukraine fall under “full-fledged” EU sanctions (ban on travel, freezing of assets, ban on providing economic resources).

Also, the list of organizations that have been sanctioned includes:

  • chemical plant;
  • Russian defense and shipping companies responsible for the transportation of crude oil and oil products by sea;
  • a civilian Russian airline that is an important supplier of logistical support to the Russian military.

In particular, new ships were added to the list of those subject to the ban on access to ports and the ban on the provision of a wide range of services related to sea transport.

The measure is said to target tankers from non-EU countries that are part of Putin’s shadow fleet, circumvent the oil price cap mechanism or support Russia’s energy sector, or vessels responsible for transporting military equipment for Russia or taking participation in the transportation of stolen Ukrainian grain.

Therefore, on December 16, 52 ships originating from third countries became the objects of sanctions on these grounds. Now the total number of vessels under sanctions has reached 79.

The EU Council also added 32 new subjects to the list of those who directly support Russia’s military-industrial complex.

Some of these organizations are located in third countries – China, India, Iran, Serbia and the UAE – and have been involved in circumventing sanctions or procuring drones and missiles for Russia.

Prehistory:

  • The European Union has previously discussed the introduction of sanctions against Chinese companies, but has so far refrained from such a step. Instead, in October, the USA first announced sanctions against China due to its military support for the Russian Federation.
  • The new head of the Ministry of Foreign Affairs of Lithuania, Kästutis Budris, advocated the strengthening of sanctions against Russia and called for the introduction of sanctions against Russian liquefied natural gas.
