Deep poverty in Ukraine has increased even more: people are on the verge of physiological survival and “consume less than the legal limit.

UNN reports with reference to the explanation of Lyudmyla Cherenko, head of the Department of Living Standards Research at the Institute of Demography and Social Studies on Kyiv24.

In Ukraine as a whole, during the two years of war, compared to 2021, poverty increased 1.7 times in 2023.

“Incomes below the actual subsistence level were 20.6% in 2021. In 2023, it was 35.5%. The growth of poverty is quite strong.”

Poverty increased the least compared to the national average in Kyiv and Dnipro regions, followed by Cherkasy, Odesa, and Zaporizhzhia.

But the expert noted that poverty has increased over the two war years in all regions. According to the representative of the Institute of Demography and Social Studies, only Zakarpattia and Chernivtsi region are a certain exception.

But deep poverty has increased even more.

Those people who are on the verge of physiological survival consume less than the legal subsistence level. This level is known as the minimum pension. This poverty has increased dramatically. From 1.3 percent in 2021 to almost 9 percent in 2023, a 7-fold increase in deep poverty.

To recap

In the draft state budget for 2025 , the subsistence minimum will remain at UAH 2920, and the minimum wage will be UAH 8000. These figures remain unchanged from 2024.

The Verkhovna Rada has adopted the budget for 2025 with social expenditures of UAH 420.9 billion. Funding to support children, low-income families and people with disabilities has been significantly increased.
