In Ukraine as a whole, during the two war years, if compared with 2021, in 2023, poverty increased by 1.7 times.

“Incomes below the actual subsistence minimum were 20.6% in 2021. In 2023 – 35.5%. The growth of the poverty level is quite strong.”

Poverty increased the least compared to the average Ukrainian indicators in Kyiv and Dnipropetrovsk regions; also – Cherkasy, Odesa, Zaporizhzhya.

But the specialist noted that poverty has increased in all regions during the two war years. According to the information of the representative of the Institute of Demography and Social Research, only Transcarpathia, Chernivtsi region is a certain exception.

But deep poverty increased even more.

Those people who are on the verge of physiological survival consume less than what is legally established by the subsistence minimum. At this level, as is known, the minimum pension. This poverty has increased very much. From 1.3 in 2021 to almost 9% in 2023. that is, this deep poverty has increased 7 times.

In the draft state budget-2025, the living wage will remain at the level of UAH 2,920, and the minimum wage at UAH 8,000. These indicators do not change compared to 2024.

The Verkhovna Rada adopted the budget for 2025 with social expenditures of UAH 420.9 billion. Funding for supporting children, low-income families and people with disabilities has been significantly increased.
