A cash payment of UAH 1,000 under the Winter Support Program can also be made at the Ukrposhta branch. Having received this thousand UAH at the branch, a person can use it only in the same place – to buy goods offered by Ukrposhta or to pay for utilities.

This was announced by the people’s deputy from the “servant of the people”, Deputy Chairman of the Verkhovna Rada Committee on finance, tax and customs policy Olga Vasilevskaya-Smaglyuk on the air of Radio Liberty (Project Svoboda.Morning), reports UNN.  

Those individuals may be disappointed who will receive this winter support through Ukrposhta. Because they can only be spent on those goods that Ukrposhta sells. And this is toilet paper, buckwheat, magazines. I don’t know what they sell there, different Ukrposhta stores have a different assortment. Or to pay for utilities. In addition, she spoke about the benefits of the program for business, since it will be possible to spend 1000 hryvnias only from representatives of national businesses and it cannot be a manufacturer working on a simplified tax system. Thus, a person will spend money from the allowance on goods, the Ukrainian manufacturer will pay taxes on them, and they will thus go to the army.

On December 1, The Winter support program was launched in Ukraine. The program will be valid for three months – from December 1, 2024 to February 28, 2025.

In particular, it can be spent on charity donations to the Armed Forces of Ukraine.    

On December 2, Zelensky reported that more than 3 million 200 thousand applications had already been received from Ukrainians for the payment of 1 thousand under the Winter support program. 

Earlier, President of Ukraine Zelensky was petitioned to refuse to implement the new support program to provide 1000 UAH per person. In particular, people are asking to direct these funds to the production of weapons, in favor of financing programs for the rehabilitation of war veterans.  

A petition calling for the cancellation or revision of the program of payment of 1 thousand UAH to Ukrainians received more than 25 thousand necessary votes.  

People’s deputy Yaroslav Zheleznyak, referring to the document on amendments to the Government Resolution No. 952, reported that 5 billion hryvnias will be spent on “Winter support” of Ukrainians from the state budget this year, and 10 billion hryvnias next year..      

First Deputy Prime Minister-Minister of economy of Ukraine Yulia Sviridenko noted that the financing of the Winter support program will be from the funds that were included in the 2024 budget.

The head of the Parliamentary Budget Committee, Roksolana Pidlasa, reported that  if the intensity of hostilities changes, there will be huge interruptions in the supply of weapons from international partners, then it will be necessary to make changes to the state budget for defense in 2025.
