The Antimonopoly Committee (AMCU) recognized the actions of the state enterprise “Sea Trade Port “Chornomorsk” as an abuse of its monopoly position on the stevedoring services market. The amount of the fine is 2 million hryvnias.

The committee established that the SE “MTP Chornomorsk” became the only business entity that provided stevedore services in the seaport, namely transshipment, maintenance and storage of vehicles at the port’s Specialized Ferry Complex.
In October 2021, the state-owned company approved the policy of concluding contracts for the main activity and established requirements and minimum criteria for counterparties (forwarders) who intend to conclude a contract for the provision of services with it.
Later, the AMCU audit showed that these requirements and minimum criteria of the policy were discriminatory, depriving freight forwarders who do not meet these criteria of the opportunity to enter into an appropriate contract with SE “MTP Chornomorsk”.
In the absence of contractual relations with the state-owned company, enterprises could not get access to stevedore services at the port’s Specialized Ferry Complex.
AMCU recognized that from October 19, 2021 to February 24, 2022, SE “MTP Chornomorsk” occupied a monopoly (dominant) position on the market of stevedore services within the territory of the Specialized Ferry Complex (fifth terminal) in the Chornomorsk sea trade port. At the same time, the enterprise carried out a policy that would be impossible to implement under the conditions of the existence of significant competition on market
A fine was imposed on the State Enterprise “MTP “Chornomorsk”.
Earlier, the Antimonopoly Committee fined Euro Smart Power LLC, which is the operator of the BRSM-Nafta gas station network, for UAH 12.3 million for renting the Glusco gas station without its permission.
In addition, the Antimonopoly Committee of Ukraine (AMCU) has started an investigation into the reasons for the increase in prices for chicken eggs. They became more expensive in October 2024.
