The deal gives the new administration access to information from federal agencies it needs to prepare to take over the government. As the publication writes, the established schedule of the process of transfer of presidential power is designed to facilitate the transfer of control. However, Trump’s team missed the Sept. 1 and Oct. 1 deadlines to sign planning agreements with the Joint Services Administration and the White House.

Now, the transition period for Trump and US Vice President-elect J.D. Vance will be financed by private funding.

The agreement also stipulates that Trump’s team will not use government buildings or technology provided by the General Services Administration. That, in turn, is likely to raise security concerns, given the recent hacking of at least one presidential campaign. The terms laid out by Trump’s transition team are largely at odds with protocol and some of the established procedures that have been used for decades during transitions.

Max Steer, president and CEO of the Public Service Partnership, which oversees the Center on Presidential Transition, said the signing of the agreement marks “a positive step toward an effective transfer of power.”
