People’s deputy Bohdan Kitsak stated that, allegedly, in order to receive a reservation from mobilization, the employee had to be employed at the enterprise until May 18, 2024.
When asked whether employees employed at the enterprise after May 18 will lose the opportunity to receive a reservation, Kindrativ answered: “Any date of employment of a person has nothing to do with the possibility of his reservation. The possibility of reservation is determined by the criticality of the enterprise and the corresponding level of wages per person who is planned for reservation. This date (May 18 – ed.) is indeed in the resolution and it was in the previous resolution, but it had a completely different logic.”
Kindrativ noted that this date is used to determine the percentage ratio.
This is the date from which the formula calculated the number of people who can be booked. That is, it is for the percentage ratio. For example, before May 18, when this norm was integrated, the company had, for example, 100 people in the staff and they booked 50%. That is, 50 of them were booked, 50 could potentially be mobilized. If out of these 50 potentially mobilized 20 were taken, then at the next iteration of getting a reservation, the calculated figure would not be 100%, but 80%. It was this norm that fixed the possibility that the company fixes a conditional quota for itself and 50% is calculated from that date
In addition, Kindrativ explained what the company, which was previously considered critical, needs to do in order to book its employees now.

“Today, we adopted a new resolution that defines the method and mandatory new criteria for determining criticality. That is, an enterprise that already has criticality today and already has booked employees needs to open the resolution and check whether it meets the new criteria and submit it to the body that determined their criticality is the regional military administration, or the relevant ministry, or the central body of the executive power, and resubmit, repass, re-receive the status criticality,” said Kindrativ.
He noted that after that, the company will be able to fully continue booking new employees or change the structure of its booked people.
Now we have two mandatory criteria that the company must meet: the absence of any tax debt and the average salary for the company and the salary for the employee being booked. Both should be from 20,000. UAH
When asked whether, after the enterprise confirms its critical status, reservations whose validity period has not yet expired will be canceled, Kindrativ answered: “At the moment when the enterprise receives a new criticality, the body that determined the criticality enters it into the “Action” system and the head of the enterprise decides who he will rebook for the next term.”
He noted that as of today, all current reservations will be valid until February 28.
“In other words, enterprises need to go through the procedure of reconfirming their own criticality and rebook people according to the new procedure,” the deputy minister added.
