The corresponding mechanism is published in Resolution No. 1330 on the government portal.

According to the text of the document, assistance is provided once to an individual at his request, if he turned 18 years old as of December 1. To receive assistance, it is necessary to have the registration number of the taxpayer’s registration card and at the time of submitting the application to be in the territory of Ukraine, except for the temporarily occupied territory.

“An application for receiving assistance in the amount of 1,000 hryvnias can be submitted during December 2024 – February 2025. One of the parents, as well as one of the guardians, custodians, legal representatives of minors, minors have the right to receive a one-time monetary assistance for each of the children” , – said the resolution.

What is needed to apply for assistance:

  • have the registration number of the taxpayer’s account card;
  • install the “Diya” mobile application and undergo electronic identification and authentication with confirmation of stay in the territory of Ukraine;
  • select the “Winter support” service in the “Action” application and submit an application for assistance;
  • in the absence of a special account for crediting cashback, open such an account.

It is noted that if the recipient of the benefit has children, submitting an application through “Diya” is possible only if there is an electronic display of the legal record of their birth. When an application is submitted by one of the parents, a separate application is created for each of the children.

At the same time, pensioners over the age of 60 and persons with disabilities of groups 1 and 2 who receive a pension or social assistance through JSC “Ukrposhta” will be able to receive one thousand hryvnias also through “Ukrposhta”.

Funds received under the support program can be used until December 31, 2025.

On November 15, the government approved the procedure for the implementation of the project to pay one thousand hryvnias to every Ukrainian from December 1. According to Prime Minister Denys Shmyhal, the program applies not only to adults, but also to children, and one of the parents will be able to order a payment for their child.

Deputy Prime Minister, Minister of Digital Transformation Mykhailo Fedorov said that on December 1, the Ministry of Finance is preparing to launch a large-scale service for winter support through the Diya application, and it will be “the largest, probably the most popular service that we have launched in recent years.”
