According to the agency, starting from December 1, the reservation of conscripts will again take place through “Diya”. At the same time, according to the new criteria, all critical enterprises must confirm their status by February 28, 2025.
According to the results of the audit, according to the Ministry of Economy, 95% of all critically important enterprises retained this status, however, during the audit, the following violations were detected:
- a sharp and unjustified decrease in the salary of employees after the enterprises receive the status of critical importance;
- the use of various models for overtime increase in the number of booked;
- inclusion of enterprises in the list of critical importance, which in fact are not critical for the economy.
Deputy Minister of Economy Vitaly Kindrativ stated that “the government was able to identify minor violations and prepare changes to correct them. And therefore the new parameters of reservations and the criticality of enterprises will become clearer and will ensure a balance between the state’s defense capability and the economy.”
“According to the results of the audit, the enterprises where abuses were detected lost the status of critical importance, and the employees of these enterprises were disarmed. We also streamlined the coordination of industry and regional criteria for the criticality of enterprises. Reservations should be given only to those who really contribute to the economy and have the legal right to do so,” he said.
Previously, the Cabinet of Ministers updated the reservation criteria and the criteria for obtaining criticality. The government hopes this will reduce the risk of abuse where companies employ a person for a “shadow” booking arrangement.
The new procedure will be effective from December 1. But, as reported by the government, there will be a transition period to the new conditions until February 28 for all those who already have deferrals. By this date – February 28 – all enterprises must renew the reservation of their employees, according to the new conditions, regardless of how and when the reservation was made.
In September, Prime Minister Denys Shmyhal announced that the Cabinet of Ministers is preparing changes to the approach of reservation from mobilization based on the “Fight or Work” principle.
“It cannot be that someone paid off the protection of the homeland. This is the key principle, this is the red line,” Shmyhal emphasized.
Deputy Defense Minister Ivan Havrylyuk reported in mid-August that the number of conscripts in Ukraine is about 930,000.
