This was stated by a member of the Committee of the Verkhovna Rada of Ukraine on National Security, Defense and Intelligence, Fedir Venislavskyi, in an interview with Radio NV, answering a question about the fact that for the second year in a row, the President of Ukraine Volodymyr Zelenskyy has promised to create the position of a military ombudsman, but this has not happened happened

He reminded that the Constitution of Ukraine provides for only one position of the Verkhovna Rada Commissioner for Human Rights.

“And in his apparatus there is a whole unit that deals with the protection of the rights of military personnel. What the president presented can be implemented through the introduction of a government representative for human rights, such as the commissioner for the protection of the Ukrainian language or the rights of children. This is one of the possible mechanisms,” – he explained.

According to Venislavskyi, this step is left to the Cabinet of Ministers, which by its order should create a relevant central body of the executive power, which will deal with the protection of the rights of military personnel.

“There will be a military ombudsman when the Cabinet of Ministers of Ukraine makes a relevant decision. But the rights of a serviceman are currently protected by a number of state institutions,” the people’s deputy emphasized.

Venislavskyi also noted that statements that 90,000 servicemen voluntarily left their military units during the full-scale war do not correspond to reality.

“The problems in the army are not related only to the fact that there is no military ombudsman or the rights of servicemen are not protected. It is not worth saying that the introduction of one institution will somehow significantly change the situation. But it should be a consolidating element that should unite all efforts in the field of protection of the rights of servicemen,” he added.

The People’s Deputy emphasized that currently the military has several ways to file complaints against their command, in particular, through the “Army+” application. He believes that the state is doing a lot in order to quickly receive information about violations of the rights of servicemen and respond to it.
