Analysts indicate that on November 22, the Ministry of Defense of the Russian Federation presented a draft law that obliges Russian soldiers to return one-time payments received when signing military contracts, if the soldier commits a “gross disciplinary offense” or evades military duties.
“The Ministry of Defense of Russia probably intends with the help of this draft law to stimulate an increase in discipline among Russian military personnel, especially given the fact that the Russian military continues to publicly complain about the bad treatment of Russian soldiers by the Russian military command,” ISW believes.
The summary also notes that the head of the Kremlin, Vladimir Putin, recently expressed concern about the reduction of payments to Russian soldiers who were wounded on the battlefield.
Meanwhile, Kremlin spokesman Dmytro Peskov said that the Russian authorities are not currently discussing the second stage of mobilization, as they are recruiting a sufficient number of contract volunteers.
Other Russian authorities continue to make efforts to stimulate further recruitment of contractors, ISW notes.
Read also: IN ISW predict significant problems for the Russian economy in 2025 In addition, Putin signed a law on Nov. 23 that allows Russian soldiers who fought in Ukraine to write off loans worth up to 10 million rubles (about $96,000) if Russian courts begin debt collection proceedings by Dec. 1, 2024. This will probably encourage indebted Russians to sign contracts with the Russian Ministry of Defense, experts believe.
