Russia’s use of an intercontinental ballistic missile against Ukraine is the second step of escalation during the year, President Volodymyr Zelenskyi said on the evening of November 21.

In this way, he commented on the public statements of Russian President Vladimir Putin regarding the use of the missile. Zelensky called the missile attack on the Dnipro “an obvious and serious increase in the scale and cruelty of this war” and a violation of the UN Charter.

The first such step, according to Zelenskyi, was the involvement of North Korean troops for aggression against Ukraine.

“Putin has taken both of these steps, ignoring everyone in the world who is calling for not to expand the war. He does not care about what China, Brazil, European countries, America, all other countries of the world are calling for. Putin is the only one who started this war – a completely unprovoked war, and who is doing everything to keep the war going for more than a thousand days,” he said.

According to the head of state, the ballistic strike is proof that Russia does not want peace. He also pointed out that, despite Putin’s assertion, Ukraine has not used long-range weapons for the first time and has the right to do so in self-defense.

“Putin is not only prolonging the war – he is simply spitting in the face of those in the world who really want to restore peace,” he believes.

Zelensky added that at the moment there is no “strong reaction of the world” to the Russian missile attack:

“Putin is very sensitive to this. He is checking you, dear partners. It is obvious to everyone who is the sole culprit of this war, who started this war on February 24 and invests all his resources in ensuring that the war continues. It must be stopped. If there is no strong reaction to Russia’s actions, then they see that it is possible. This is what Putin is doing. It is necessary for Putin to feel the cost of his sick ambitions.”

The president called for a response that would force Russia to “real peace, which is possible only through force.” Otherwise, he believes, Russian attacks and threats will continue, “and not only against Ukraine.”

After the strikes of the Armed Forces of Ukraine by Western long-range missiles on the territory of the Russian Federation, Putin declared on November 21 that Moscow has the right to use weapons against the military facilities of those countries that use their weapons against Russian facilities. He claims that the test of the Oreshnik missile system (according to him, it was with this missile that the Russian forces struck the Dnipro) is being conducted as a “response to the aggressive actions of NATO countries towards Russia.”

This week, according to media reports, Western allies gave permission for Ukraine to use long-range missiles to strike deep into Russia after months of requests from Kyiv.

The Ministry of Defense of Russia reported that on the night of November 19, the Armed Forces struck a military facility in the Bryansk region with six long-range ATACMS missiles.

Bloomberg reported on November 20, citing a Western official familiar with the matter, that the Armed Forces of Ukraine used British Storm Shadow cruise missiles against military facilities in Russia for the first time.

According to the media, the Western allies granted such permits for the use of their long-range missiles in response to Russia’s deployment of North Korean troops in the war against Ukraine.
