Details: On the night of November 18-19, Ukrainian troops struck the first strike on Russian territory, attacking a Russian ammunition depot in Karachev, Bryansk region – a few days after receiving permission to carry out such strikes.

The Ukrainian military, including the General Staff, reported on November 19 that Ukrainian forces struck the arsenal of the 67th Main Military Artillery Directorate (GRAU) of the 1046th Logistics Center of the Russian military near Karachev on the night of November 18-19 , and that this impact caused the initial detonation and 12 secondary explosions.

Earlier, Western officials provided additional clarity on Ukraine’s ability to use Western-provided long-range systems to strike military targets in Russia.

EU High Commissioner Josep Borrell said that the US allowed Ukraine to use weapons provided by the US at a distance of up to 300 kilometers on the territory of Russia.

U.S. Assistant Secretary of State Brian Nichols told Brazilian newspaper O Globo that U.S. President Biden has authorized Ukraine to use U.S.-provided weapons to launch strikes against Russia, saying the authorization would give Ukraine greater self-defense capabilities.

Previously, ISW had already assessed that limiting Ukraine’s ability to launch long-range strikes on Russian territory allowed Russia to maintain a safe space in the near and far rear and use it for military operations against Ukraine.

Literally ISW: “Ukrainian long-range strikes on military targets in Russia’s rear are critical to weakening Russian military capabilities across the entire theater of operations.

These permissions, if they are as broad as reported, represent a new potential for Ukraine that could significantly weaken Russia’s military efforts.”

Details: Ukraine only recently began to acquire the weapons systems and military potential necessary for conducting modern large-scale military operations.

According to analysts, in the future Ukraine may be able to carry out operationally significant counteroffensives, provided that the West increases the development of Ukrainian potential on a large scale.

Literally ISW: “The systems and capabilities that Ukraine is acquiring are necessary to conduct successful multidisciplinary, large-scale combat operations, and Ukraine has not yet had the opportunity to demonstrate what Ukrainian forces can achieve when properly resourced.

The system integration, capabilities and effectiveness of the Ukrainian Armed Forces on the battlefield are likely to improve if Ukraine and its partners continue to do the hard work necessary to build Ukrainian momentum.”

Details: Experts note that the continuation and strengthening of military aid to the West remains necessary so that Ukrainian troops can liberate the occupied territory and inflict the losses on the Russian military necessary to force Putin to rethink his calculations in this war.

Experts add: Ukraine should enter any future negotiations with Russia from a position of strength. And it remains in the interests of the West to strengthen Ukraine’s position in potential negotiations with the Russian Federation.

ISW Key Findings for 19 November:

  • Ukrainian troops have been defending themselves against a full-scale Russian invasion for 1,000 days and continue to demonstrate incredible resilience in the fight against Russian aggression.
  • Ukraine continues to improve its military capabilities and prepare for self-sufficiency in the long term.
  • Ukrainian troops struck the first strike on Russian territory, hitting a Russian ammunition depot in Karachev, Bryansk region, a few days after receiving permission to launch such strikes.
  • Putin signed Russia’s updated nuclear doctrine on Nov. 19 in a clear response to the Biden administration’s decision to authorize long-range strikes against Russia, and as part of an ongoing effort to influence Western policymakers to shy away from granting additional support to Ukraine.
  • Russia’s adoption of a revised nuclear doctrine is the latest iteration of its frequent nuclear weapons rattle and does not represent a significant change in nuclear policy, doctrine, or the threat of nuclear weapons use.
  • The Kremlin has consistently attempted to use nuclear rattle to deter Western military support for Ukraine, and the Kremlin’s continued efforts to inject nuclear threats into the information space indicate that the Kremlin is concerned about the battlefield consequences of Ukrainian strikes on Russia using Western-supplied weapons. .
  • Ukraine has only recently begun to acquire the weapons systems and military capabilities necessary to conduct modern large-scale warfare, and in the future Ukraine may be able to conduct operationally significant counteroffensives, provided that the West increases Ukrainian capacity building on a large scale.
  • Russian troops have recently advanced on the main Ukrainian salient in Kursk Oblast and the border zone of Donetsk and Zaporizhia Oblasts, while Ukrainian troops have advanced north of Kharkiv.
