Volodymyr Zelenskyi spoke in the Verkhovna Rada on the 1000th day of the full-scale war. In particular, the President presented the “Sustainability Plan” of Ukraine. People’s deputies Oleksiy Goncharenko and Yaroslav Zheleznyak announced this in their Telegram channels.
During the speech of the head of state in the parliament, communication and the Internet were blocked. The Council was also attended by the Commander-in-Chief of the Armed Forces Oleksandr Syrskyi, the Head of the State Government Kyrylo Budanov, and the Cabinet of Ministers. The performance lasted one and a half hours.
“Sustainability Plan” consists of ten points. This is the doctrine that should lead Ukraine from war to peace.

In particular, Volodymyr Zelenskyy said that the mobilization age will not be lowered, and there will be no elections during martial law.
– The law does not allow holding elections in wartime. Ukraine first needs a fair peace, and then Ukraine will hold fair elections, the president said.
The details of the plan are still being written. It envisages the creation of the Ministry of Unification of Ukraine, and by the end of the year the candidate of the minister will be presented. The entire plan with its applications will be presented in December.
The plan also envisages the introduction of the post of military ombudsman and the Technology Rate. In March 2025, pensions will be indexed to the level of inflation. They initiate the introduction of “Cultural Ramstein”. In particular, it envisages the promotion of the creation of the Department of Ukrainian Studies in foreign universities.
Drones compensate for the lack of artillery in the army. Next year, Ukraine will produce at least 30,000 long-range drones. The brigades need more of their own funds, and the government will increase direct funds for the brigades. Ukraine made “long Neptunes”, there are already first impressions. Zelensky set the task of making three thousand cruise missiles.
