Volodymyr Zelenskyy presented the Plan of Internal Stability of Ukraine

The internal stability plan of Ukraine consists of ten points: “Unity”, “Front”, “Weapons”, “Money”, “Energy”, “Security”, “Communities”, “Human capital”, “Cultural sovereignty”, “Politics of heroes” “. President Volodymyr Zelensky presented the content of the Plan during a speech in the Verkhovna Rada.

The first point – “Unity”. According to the Head of State, without unity there cannot be the necessary results of the Victory Plan.

“The world can sometimes be deaf to individual voices, but not to the whole nation, which knows what it wants, works unitedly and knows how to achieve its goals,” said the Head of State.

In particular, thanks to unity, Ukraine achieved the highest level of closeness with the EU and NATO during the entire period of independence. The President called on everyone in the country to be the fastest in adopting and implementing the decisions necessary for Ukraine to become the fastest in joining the European Union.

“Ukraine’s right to NATO membership is vitally important for all of us. Ukraine will be in the Alliance. It will happen if you and I continue to speak to the Alliance in unity. All of Ukraine as one. This is the only way people are not denied,” added Volodymyr Zelenskyi.

The second point – “Front”. It envisages specific measures to stabilize the front, increase the technological efficiency of the Defense Forces of Ukraine, simplify processes and overcome bureaucracy in the army.

“Changing approaches to the management of people in the Armed Forces of Ukraine, in the National Guard of Ukraine, as well as spreading the best management practices applied in some units to all other elements of the Defense and Security Forces of Ukraine is the central task of the defense policy of our state,” the President noted .

The third point – “Weapons”. It talks about increasing the own production of guns and artillery shells, missiles and drones in cooperation with partners. According to Volodymyr Zelenskyi, Ukrainian weapons are one of the foundations of independence.

“Certainly, we cannot do without increasing production alone. We need to be ahead of Russia in technology. Now we are often looking for answers to their technological solutions. Unfortunately, they have them. They need to look for answers to our technological solutions,” the Head of State emphasized.

The fourth point – “Money”. It is about the construction of a new economic policy, which will be based on the support of Ukrainian entrepreneurship, the detinization of business and the safety of its conduct, as well as the reduction of pressure from all state institutions.

“It is this kind of economic policy that can lead Ukraine to sustainable economic growth, a sufficient level of security for Ukraine’s defense needs and the preservation of human capital thanks to the fact that Ukrainians will be able to realize themselves and their aspirations in Ukraine. This will not happen without a strong economy. And there will be no strong economy without respect for entrepreneurship and entrepreneurs,” said Volodymyr Zelenskyi.

The fifth point – “Energy”. It provides for the protection of energy facilities, measures to increase energy efficiency and rational consumption of resources. It is also about creating prerequisites for Ukraine to become an energy hub.

“In general, the energy point of the Sustainability Plan will be detailed in various annexes – both closed and open, which will collectively be a clear energy map for Ukraine for the coming years,” the President emphasized.

The sixth point – “Security”. It is specifically about internal security, which involves the implementation of a new system at the national level: a safe region, a safe city, a safe community. It also covers measures to strengthen the state border, detailed work on the construction and reconstruction of shelters.

“Strengthening the state border of Ukraine, training Ukrainians in civil protection and first aid, deployment of the basic military training system is a long-term necessity. And it’s not about fear. And about confidence and calm,” noted Volodymyr Zelenskyi.

The seventh point – “Communities”. It is based on the creation of a system of maximum management efficiency in communities, especially those that have accepted immigrants and relocated businesses. Also, this item provides for an increase in the international component of the work – cooperation with countries that have adopted certain regions or cities under their patronage. In addition, the creation of special tax conditions for communities in border regions is foreseen.

“We must not forget about our communities, which are currently in the temporarily occupied territory. We will not forget this. Ukraine needs readiness at all levels so that at the right time and with the right measures we can regain control over all of our territory. And bring people back,” the President emphasized.

The eighth point – “Human capital”. It contains several applications that are based on the new Ukrainian housing rehabilitation policy, as well as the national barrier-free standard. A separate appendix is ​​devoted to a new approach to the education of Ukrainian children living abroad. Also, this point of the Plan provides for the modernization of social policy, in particular the health care system, and the development of cooperation between the state and the church.

In addition, this point offers specific solutions for preserving human capital: the creation of an institute of multiple citizenship, the restart of the diplomatic service, free meals for all schoolchildren. Also, a special body of the central executive power – the Ministry of Unification of Ukrainians – will be created, which will deal with the affairs of the global Ukrainian community.

“We must create all conditions so that Ukrainians – no matter where they are – can really feel themselves Ukrainians, work in Ukraine, with Ukraine, for Ukraine, maintain a real and strong emotional connection with our state, with all of our Ukrainian the nation, with its achievements, with its tasks,” the Head of State noted.

The ninth point – “Cultural sovereignty”. It envisages the creation of a large cultural coalition and, in particular, the implementation of the “cultural Ramstein” format, the development of cultural diplomacy to promote Ukrainian narratives through cultural and artistic projects abroad. It is also planned to create a calendar of events for Ukrainian culture in all regions of the world in order to systematically support Ukrainian content. In addition, it is about the creation of modern cultural spaces, as well as renewal cultural infrastructure.

“And the most obvious is the purposeful, systematic creation of our Ukrainian content. Content that can completely replace Russian content. These are investments in the creation of a Ukrainian cultural product for different social groups and different age groups. First of all, for our children. And it’s a question of sustainability, it’s a question of our security now and then. We must beat Russia in this,” Volodymyr Zelenskyi said.

The tenth point – “Politics of heroes”. According to the President, this point is perhaps the most responsible from a moral point of view.

Its implementation should regulate the transition from military service to veteran status. It contains five special applications. The first – regarding the health and rehabilitation of veterans – provides for special conditions for defenders. The second is about the completion of preparatory work for the launch of the veteran’s assistant program. The third is related to the creation of a network of veteran spaces in each region of Ukraine. The fourth is about the introduction of a program of economic and social support for veterans, in particular for the purchase of housing. The fifth is about educational initiatives for veterans and their children.

“Everything should provide an institutional guarantee that the state and society are always close to the veteran and his family. And this must be fully and systematically implemented,” Volodymyr Zelenskyy emphasized.

The full Plan of Internal Stability of Ukraine with all annexes will be presented in December this year. According to the President, the document will actually become the first Ukrainian doctrine, which should lead the country from war to peace.
