On the 1,000th day of Russia’s full-scale invasion of Ukraine, on November 19, Volodymyr Zelenskyy presented in the Verkhovna Rada the basics of the stability plan — a series of steps to help Ukraine survive the war. The full document will be made public in December 2024.
Zelensky emphasized that all 10 points of the internal sustainability plan, together with the appendices to each point “will actually become the first Ukrainian doctrine, which should lead Ukraine from war to peace.”
Zelenskyi’s speech lasted more than an hour, together with the ceremony of awarding the Ukrainian military with state honors — almost 1.5 hours.
In the hall of the Verkhovna Rada, not only people’s deputies were present, but also the heads of the leading law enforcement and security agencies of Ukraine.
Arguing the need for the announced plan, Zelenskyi said that Ukraine “needs internal stability” in order to endure and be able to realize its right to be “an independent state that has its own destiny.” “And Ukraine will independently determine how to live now, how to live in the future. Ukraine has the right to this. Ukraine won the right to do so,” the president added, stressing the need to defend these rights through stability.

The president clarified that the internal sustainability plan will be further detailed “with the participation of civil society, business, cultural community, media workers, human rights defenders.”
“A complete internal stability plan for our state with all attachments will be presented and handed over in December this year“, announced Zelensky.
10 points of the sustainability plan – what are they about? Unity
“In every war, in order not to lose it, there are things that the people themselves can do, and there are things that can be done only in unity with allies,” Zelenskyy explained. He added that this is why both documents are needed: an external peace plan (“what we expect from partners”) and an internal sustainability plan (“what we expect from ourselves”).
Zelensky sees the following as components of the unity clause:
- “Our internal unity, the ability not to give in to difficulties and boldly look into the eyes of history on February 24.”
- There is no alternative for Ukraine to join NATO as a “vitally important step”: “Ukraine will be in the Alliance. It will happen if you and I continue to speak to the Alliance in unity. All of Ukraine as one. This is the only way people are not refused […] Nothing fundamental separates us from the Alliance. Only a lack of strength, a lack of political will.”
- The format of the peace formula proposed by Ukraine
- The negotiation process with the European Union regarding EU accession: “We will soon complete the screening procedure of Ukrainian legislation. Already at the beginning of 2025, we are preparing to open negotiations regarding the first cluster […]. Ukraine should become the fastest in joining the EU […] The key principles of transformations in our country and the necessary solutions will be indicated in the appendix to this item of the Sustainability Plan – in the appendix on European integration.”
- Bilateral security agreements with partners (currently there are 27 of them)
- Information consolidation of “all those who value freedom of speech”, as well as in the communication of authorities – “for the sake of clarity, timeliness and completeness of information”.
- Holding elections only after the war. “Ukraine first needs a just peace. And then Ukrainians will hold fair elections. It is necessary to be able to put the common interest higher than any personal desires.”
- External justice for Ukraine. “Russia’s responsibility should be collective. What they are doing cannot be attributed only to the power of state repression or propaganda.”
- Value unity and cultural sovereignty of Ukraine as one of the foundations of state sovereignty.
- Joint legal, communication and advocacy work of the state and Ukrainian public forces. Its goals are: a tribunal against Russia, confiscation of Russian assets, effective sanctions against Russia, guaranteeing the spiritual independence of Ukraine, Ukrainian cultural diplomacy, countering disinformation and building normal state communications of Ukraine, transformation of our state institutions.
Front
“The point about the front in terms of stability, as well as the point about weapons, will be almost the most voluminous. But of course, to a greater extent, these are closed points,” Zelenskyy explained. According to him, the clause on the front will provide for:
- Extension of Army+ functionality to all Defense and Security Forces, in particular the National Guard of Ukraine. First of all, this concerns translations.
- A new principle of personnel promotion in the Defense Forces is being prepared — without attaching titles to positions.
- Changing approaches to people management in the Armed Forces of Ukraine, in the National Guard of Ukraine, as well as spreading the best management practices applied in some units to all other elements of the Defense and Security Forces of Ukraine.

Weapon
Zelenskyi said that many points of this section are closed, but he is “proud of Ukrainian missile developers and manufacturers.” In general, the section provides:

Effective military risk insurance is required. What is needed is consistent deregulation and protection of entrepreneurial freedom, which will be reflected in economic growth. It is necessary to gradually reduce the share of GDP redistribution by the state”
- Business security and reduced pressure on business from all government institutions that control the activities of others and do not create added value themselves. Energy

- Oil – increased production and restoration of processing. “It is a difficult task, but it should become achievable. All enterprises of the Naftogaz Group improved their indicators.”
In general, the energy point of the Sustainability Plan “will be detailed in various annexes – both closed and open, which in aggregate will be a clear energy map for Ukraine for the coming years.”
Security
It is about internal security in the cities and communities of Ukraine:
- Safe public space and privacy. “In this field, there is work for the Security Service of Ukraine, and for the entire system of the Ministry of Internal Affairs of Ukraine, and for all law enforcement agencies. It is about hard work that does not allow the enemy to undermine the life of Ukraine.”
- Will be implemented “a new system at the national level – a safe region, a safe city, a safe community.
- Safety in educational institutions, especially in schools across the country. “A police officer at school is a must. A police officer in the community is a must.”
- Detailed work on shelters. “This is the modernization of shelter standards, reconstruction and construction of a sufficient number of new shelters”
- Frames of metal detectors at the entrance to schools, all other educational institutions, public buildings. “This is literally one of the foundations of safety culture. “All this will be reflected in the applications,” Zelenskyi said.
Communities
Clause on interaction between the state and local self-government:
- A special institution was created to take into account the interests of each community when making state decisions — this is the Congress of Local and Regional Authorities.

- Working with communities in partner countries, as well as with countries that have taken over one or another of our regions or cities and are taking care of its reconstruction.

- Restarting the diplomatic service. “By the end of the year, replacements will be made in the corps of ambassadors of Ukraine. We pay special attention to the G7+ states. We will fill all vacancies of Ukrainian ambassadors.”
- Institutional strengthening of the entire policy regarding Ukrainians abroad — regarding our people from all waves of migration.
- The Ministry of Unification of Ukrainians will be established“which will deal with the affairs of the global Ukrainian community not among other affairs, but purposefully.” By the end of the year, the candidate of the minister will be submitted for approval.
- Free meals will be introduced for all Ukrainian schoolchildren.
Cultural sovereignty
Zelensky called this point “a logical result of the growth of human capital in Ukraine”:
- Gather a large cultural coalition – “all those who have a vision for cultural policy in Ukraine, know what solutions can help, and most importantly – have proven with their experience that they can be effective.”

- Support for translations of Ukrainian authors into other languages and the integration of our Ukrainian Studies studies into the academic circles of the world, systematic support for the creation of departments of Ukrainian Studies in world universities.
- Creation of modern cultural spaces and opportunities, review and renewal of cultural infrastructure.
- Protection, search and return of our Ukrainian cultural and historical heritage.
- Gathering evidence on crimes against cultural heritage and ensuring accountability.
- Preservation of existing museum collections, but also development of the infrastructure of modern art.
Politics of heroes
The President stated that this is an item “that summarizes the path of our state and people during the thousand days of this war and at the same time leaves a moral basis for the life of Ukraine in the future”:
- Regulation of transition from military service to veteran status.
- Recruiting veterans for public service.
- Support programs for veterans and families of our soldiers.
- Full integration of veterans into social and economic life.
- Education for veterans. This year, 2,200 veterans received a new education at vocational and technical education centers. Next year, we will continue such training programs.
- Support in the education of children of veterans. From January 1, 2025, a new corresponding program will be in effect.
- Proper rehabilitation after injuries, after captivity. Rehabilitation departments and mental health centers are established in each cluster and supercluster hospital. In 2025, outpatient rehabilitation departments should be in every community where there is a medical facility.
- Proper communication with families of fallen soldiers and missing persons.
- Additional payment for family doctors for declarations concluded with veterans is launched.
- Preparations for the launch of the veteran’s assistant program have been completed.
- Network of veteran spaces. “Every district of our country should have such a space. At least 80 new veteran spaces will be built in communities next year.”
- Economic and social support programs for veterans, including housing. During the year, almost 4,500 families of veterans were provided with assistance for the purchase of housing.

Next year will be the decisive moments of the war. We must prevent anyone in the world from doubting the stability of our entire state. At this stage of the war, it is decided who will press. Either we are the enemy, or the enemy is us, Ukrainians. And Europeans. And everyone in the world who wants to live, and live freely and not subject to some dictator.
While the whole world is waiting for a miracle from Trump – God forbid – you and I should not wait, we should plow. You have to work every day. All the people for the stability of the entire state.

Russian aggression rests on the actions and connivance of many Russians. Putin created the conditions for the murders. But the Russians are launching missiles and drones, storming our Ukrainian positions, torturing prisoners and providing the war machine, not just one crazy person in the Kremlin.
Everything that Russia has done in these thousand days cannot be summed up in one phrase “no war.” “Everyone from Russia who claims to be accepted his or hers is not Putin’s “norm”, should take an unambiguous position regarding unambiguous things. About Ukraine. About Crimea. About Donbas. About the warrant of the International Criminal Court against Putin. And about the tribunal for Russia for this war.”
