The plan has ten points: Unity, Front, Arms, Money, Energy, Security, Communities, Human Capital, Cultural Sovereignty, and Hero Politics.
- Unity:
Elections during war are not possible under the Constitution. First of all, a just peace, and only then – elections.
The resilience plan will be detailed with the participation of civil society, business and experts. - Front:

Zelensky also dismissed rumors about possible elections: “Ukraine first needs a fair peace, and then Ukraine will hold fair elections.”
The president also noted that Ukraine needs the institution of multiple citizenship, as well as the restart of the diplomatic service. The speech also mentioned the modernization of shelters and the strengthening of the border.
