According to the text of the draft law, those who sign a contract with the Ministry of Defense of the Russian Federation after December 1, 2024 are offered to write off debts.
However, this applies only to those loans for which there is a court decision on debt collection or enforcement proceedings that were opened no later than December 1, 2024. Loan debts can be written off both to the participants in the war and to their relatives.
The draft law also provides for an increase in the period of suspension of the borrower’s performance of his obligations. Initially, it was proposed to calculate it based on the length of service plus 30 grace days. However, the deputies propose to increase the additional period to 180 days.
According to data from the Federal Bailiff Service of the Russian Federation, for 9 months of 2024, creditors demanded 1.41 trillion rubles from borrowers, which is 34.2% more than in the same period last year. In January-September, 10.9 million new executive proceedings were opened to recover debts from citizens, which is 11.6% more than a year earlier.
In total, bailiffs had 24.4 million cases involving citizens worth 3.37 trillion rubles.
