On November 19, Volodymyr Zelenskyi will address the Verkhovna Rada with his annual message. The focus of the speech will be the Plan of internal stability of the country.
The president announced the preparation of this document last week. At the same time, it became known that the head of state commissioned the development of a draft message to the Verkhovna Rada regarding the external and internal situation of Ukraine.
It is worth noting that the last time Volodymyr Zelenskyy addressed the parliament in December 2022. In his address, the head of state focused on the challenges of a full-scale war, spoke about the importance of Ukraine’s accession to the EU, and the need to develop the Ukrainian military-industrial complex.
The President of Ukraine announced that the Sustainability Plan will consist of 10 points.
They concern issues in such “internal” spheres as the front, the defense-industrial complex, energy, finance, regional politics, the information sphere, cultural sovereignty, the politics of heroes, etc.
“These weeks we are preparing our internal Plan for strengthening Ukraine, internal stability, our internal tasks for victory,” the head of state emphasized.
After the presentation of the Plan in the parliament, “under each point, together with Ukrainian civil society, together with all those who are ready to supplement with rational ideas, with business, we will actually prepare a basic, doctrinal document for Ukraine,” said Zelenskyy.
It is known that the president held several meetings on the implementation of the plan the day before. In particular, the discussion concerned the “front” point and scaling of the military-industrial complex.
Issues were also worked out: heroes’ policies regarding support for Ukrainian soldiers; of cultural sovereignty, the goal of which is “a real, effective unification of the cultural community in Ukraine.”
The Internal Resilience Plan provides for steps to be taken by Ukraine itself, and it is not an alternative to the Victory Plan that was presented to international partners.
“Along with the Victory Plan, we must work out all the necessary steps of Ukraine that will provide our state with internal results,” Volodymyr Zelenskyy stressed.
According to the president, the internal stability plan of Ukraine is in many aspects interconnected with the Victory Plan, which is presented to partners and can be implemented by them.
