More than 1,500 reports were submitted: the General Staff and the Ministry of Defense explained how electronic transfers work for the military

More than 1,500 electronic reports on transfer to the “Army+” application were submitted by servicemen in a few days. This was announced during a briefing in Kyiv by the Chief of the General Staff of the Armed Forces of Ukraine, Lieutenant General Anatoliy Bargylevych.

The electronic transfer function between different parts of the Armed Forces became operational on November 15.

“More than 1,500 applications have been registered today. 60% of them were considered. And about 50% of positive decisions on transfer have already been made at the moment,” Bargylevych said.

Deputy Minister of Defense for Digital Development, Digital Transformation and Digitalization Kateryna Chernogorenko noted that “the experiment is very, very successful” and will be developed.

Currently, according to her, filling out such a report takes the military up to 10 minutes. They do not need to get approval from the brigade commander, “the personnel center itself asks the brigade commander in cases where it is necessary, whether he releases this serviceman or not,” says the deputy minister.

“We see now that the positive status comes guaranteed within 72 hours. Understand, for the first time we are giving a military man the opportunity to receive a balanced answer directly from the General Staff in a very short time. We remove all intermediaries, give a digital tool and get a positive result,” explained the deputy minister of defense.

The new system was also noted by the Minister Rustem Umyerov himself. According to him, the policy of submitting a request to change the place of service “allows to minimize bureaucratic red tape and speeds up the transfer process.”

But in order for the unit not to lose combat capability due to the transfer of troops, fuses were provided, explains the Chief of the General Staff of the Armed Forces.

“There are certain safeguards. They are set up so that a certain unit does not lose combat capability and cannot go into such a state that it cannot perform combat or its special tasks. All questions and reservations are written out in the relevant resolution. And this is all expected,” said Lieutenant General Anatoliy Bargylevych.

So that the staffing of the brigades that are on the line of battle is not affected, one of the safeguards is the limitation of the number of transfers – “transfer is possible only once a year”, said Kateryna Chernogorenko.

There are also clear conditions for transfer.

“The decree clearly describes the cases in which a serviceman can transfer. This is, for example, from combat (parts – ed.) in combat From the combat to the rear, for example, if there is a decision of the VLK and so on. For example, you cannot transfer from the combat to the rear. For obvious reasons, we have a war, escalation and so on. And we very clearly communicate that now, unfortunately, it is not possible to transfer from the combat unit to the rear, but we offer such options, and the military can already operate on them, rewrite the report. Our task, as the minister says, is not to harm the army, not to harm the plan of the commander-in-chief, the chief of the General Staff, so we have put all the safeguards in place,” the deputy minister explained.

On November 12, the Cabinet of Ministers approved a resolution on the introduction of a transfer mechanism between military units at the initiative of servicemen. President Volodymyr Zelenskyi said that the mechanism was developed in cooperation between civil society, the Ministry of Defense and the Armed Forces of Ukraine, and the transfers will work through the “Army+” application.

The difficulty of voluntary transfers in the army has been repeatedly reported. In July, a petition was registered on the website of the President’s Office regarding the regulation of the practically impossible procedure for the transfer of servicemen between units of the Defense Forces. However, the appeal did not receive the necessary support for consideration.
