The minister of social policy, Oksana Zholnovych, said this during the forum “Demographic future of Ukraine: a strategy of stability and recovery”, answering a question from UNIAN about measures to support IDPs.

“We have already adopted a Cabinet resolution – which is currently in effect in the pilot regions, near the front, where IDPs are most localized, and then we will scale it up to the whole of Ukraine – introducing a permanent subsidy for housing rent, if IDP families do not have enough income to provide for themselves quality rent,” Zholnovich said.

The minister emphasized that she is not a supporter of internally displaced persons living in temporary residences (temporary residences) in conditions that are not familiar and comfortable for them.

“And we also understand that it will be impossible to provide IDPs with their own housing very quickly, so there remains a period of time where there will be a rental. And we now want to make it simpler, more affordable, and part of the expenses for which we, as the state, will take over.” she said.

Zholnovich also spoke about the improvement of the “Municipal Nanny” service regarding the increase in payment and the permission for one nanny to take care of three children.

“This also applies to the frontline areas, where mothers cannot send their children to kindergarten, so that they have the opportunity, if it is a child with a disability, to just rest, if it is a mother-IDP, to find a job and socialize,” the minister said.

She also reported on the service of assisted living and inpatient care for the elderly, which was launched this year, as the most difficult category. According to Zholnovich, such people should not only be provided with housing, but very often there should be an assistant in that housing who will help them with basic services.

“That is why we have already started the procurement of such a service, we are working with organizations. Because it is very important for us that these are not boarding schools in the woods, that these people are not closed off from the world. That they are houses in communities, apartments, so that they can go out for a walk and be in society,” the minister emphasized.

Assistance for IDPs – the latest newsIn November, Prime Minister Denys Shmyhal announced that a subsidy program for rented housing would be launched for displaced persons in Ukraine from mid-January 2025. Families who spend more than 30% of their total income on rent will be able to use this option.

In March, the Ministry of Social Policy reported that the subsidy for housing rent was planned to be implemented as part of an experimental project within two years. The lower the income of the IDP family, the higher the percentage of the rental cost will be covered by the subsidy.
