Kurt Volker, an expert at the Center for European Policy Analysis (CEPA), former US special representative for negotiations with Ukraine, said that the US administration’s permission to use American weapons to strike targets deep in Russian territory cancels a political decision that should never have been made.

Details: He explained that Ukraine is a victim of external aggression and, in accordance with Article 51 of the UN Charter, has an inalienable right to self-defense.

He emphasized that while Russia attacks Ukraine from very long distances, the United States has prevented Ukraine from striking back at the same range.

Direct speech: “According to the laws of armed conflict, Ukraine has the right to strike any militarily significant target – it should only avoid firing on civilians. There are no restrictions in international law on the range of use of weapons”.

“Limiting the range of use of American weapons by Ukraine, the United States unjustifiably imposed unilateral restrictions on Ukraine’s self-defense, which goes beyond any requirements of international law.”

“This unnecessary restriction on Ukraine’s self-defense should have been simply canceled – period.”

Details: According to him, the decision regarding the range of use of the weapon was “absolutely arbitrary and was made out of fear of ‘provoking’ Russia, not for any moral or legal reasons.”

Putin knew he was attacking Ukraine, and when he did, he should have been prepared for the military consequences of that decision, Walker added.

According to him, “the change in the bad policy of the USA is good news.”

However, such a change should not be made publicly, as it gives Russia information about potential Ukrainian strikes in advance, the expert noted.

Prehistory:

  • The New York Times, citing sources, wrote that US President Joe Biden for the first time allowed Ukraine to use long-range ATACMS missiles for strikes on Russian territory.
