300 dollars per person is already a millionIn the spring of 2024 (long before the “Krupa case”) in Zaporizhzhia it turned out that MSEK employees helped conscripts to obtain fictitious disability certificates. Law enforcement officials found $1.2 million in cash, more than 100,000 euros, and several kilograms of psychotropic substances from the officials. As reported by the National Police of the Zaporizhia Region, officials of the Center for Medical and Social Expertise took $300 from “clients” for referral to the Military Medical Commission (MMC), and another $3,500 for receiving a fake report.
Their “colleague” in Odesa Regional MSEK developed a whole criminal corruption scheme. The doctor of Odesa Regional Clinical Hospital involved 12 doctors from different hospitals and officials of MSEK in the fraud. Extras used bribes to issue conscripts with fake disabilities. Doctors invented diagnoses for healthy men and made the necessary medical documentation, with which the clients went to the MSEK, where they were met by “trained” members of the disability registration commission. The cost of such “services” ranged from 6 to 12 thousand dollars. The figure was arrested with the possibility of making a considerable bail – 10 million hryvnias.
The head of one of the inter-district centers of medical and social expertise in the Kyiv region evaluated his services much more modestly. He worked according to a well-known scheme: he painted disability in documents for a fee. He did not have time to earn much: during the searches, $25 thousand, 1.6 thousand euros and copies of medical documents were seized from the head of the MSEK. These are not Tetyana Krupa’s millions, so 3 to 7 years of imprisonment will be even more insulting for the medical and social corruptor.

And a Russian passport in additionThere was a much bigger catch in the Mykolaiv region: almost half a million US dollars were seized from the head of the regional MSEK during searches, and her son had a Russian passport. According to the Office of the Prosecutor General of Ukraine, more than 450,000 US dollars and a collection of jewelry were found during searches of several addresses in the possession of the head of the Mykolaiv regional MSEK and her son, an intern at a medical university. Also, the passport of a Russian citizen, which was obtained from the former Consulate General of the Russian Federation in Odesa, was confiscated from her son. And also, “in order to hide illegal income, the official issued three apartments for her son. In 2023, the official issued the 2nd disability group for herself and her son in order to receive additional benefits and social benefits from the state,” the Prosecutor General’s Office reports.
And literally at the beginning of November, the deputy chief doctor of the State Administration of Health of Ukraine was caught taking a bribe. For $2,000, she promised to assist the conscript in obtaining the II disability group, so that he could be removed from the military register. The doctor convinced the man that she had not solved such issues for the first time and knew how to do it. She was detained by the police while receiving the money, and during the search, she was seized with almost 20 thousand US dollars, disability registration documents, medical records, personal files and other evidence of criminal activity.

A little land near SlovakiaInvestigative journalists drew attention to Alla Kindzerska, a doctor in the Khmelnytskyi region, who is also a doctor at the Khmelnytskyi MSEK. Last year, Kindzerska’s salary at MSEK was UAH 25,500, and she earned about the same amount as a doctor at the “Forest Song” sanatorium near Kamianets-Podilskyi. Her husband, Serhiy, worked as the head of the social insurance fund for temporary disability in the Khmelnytsky region and had a document on this disability for at least the last 5 years. The married couple also owns this “Forest Song” sanatorium, the journalists found out, which earns a good amount of money.
In the case of 52-year-old Yury Veklinets, the chief doctor of Transcarpathian MSEK since 2017, who resigned after the scandal with Tetyana Krupa, a journalistic investigation revealed that Veklinets and his civil servant wife owned several plots of land, including on the border with Slovakia, for their modest salaries.
The acting director of the Dnipropetrovsk regional MSEK Natalia A. does not have millions, like her colleague Krupa, and her salary is low. Instead, there is a son who suddenly bought a good apartment in a prestigious residential complex after his mother was appointed to the position of head of the MSEK. According to the developer’s website, such apartments cost from UAH 3 million. The son of a medical official was 20 years old at the time of purchase. Then more land plots appeared in villages near the Dnipro, two more apartments in an elite residential complex, the cost of one of which exceeds UAH 1 million. The woman told journalists that she inherited one apartment.
Odesa woman Olga S, who heads the city’s MSEK, with a salary of about 40 thousand UAH per month, was able to buy herself a new Toyota C-HR Hybrid of 2024 for 40 thousand dollars.
