Details: According to the draft decision, a detailed plan of the territory (DPT) was developed by order of the Department of Urban Planning and Architecture of the KMDA. DPT covers an area of 2.37 hectares – this area is located in the northern part of the quarter, bounded by Voznesensky Uzvoz, Kiyanivsky Lane, Degtyarna Street, Dytynka Mountain, Pejaznaya Alley, Velikay Zhytomyrska Street and Lviv Square.

On this territory, according to the document, there are currently metal garage boxes, an uninhabited manor-type residential building at 12 Kiyanivskyi Lane, and green spaces.

The Department of Urban Planning and Architecture intends to “reconstruct” the mentioned “low-rise manor-type building” into a “public (office) building with a total area of 2,000 square meters”, and to build a parking lot for 320 spaces on the site of the garage boxes at 13-21 Kiyanivskyi Lane, which could also perform the function of “shelter for 1650 seats”.

It is also planned to improve the territory: “to arrange transport and pedestrian communications, a barrier-free environment, lighting, small architectural forms and landscaping.”
They intend to make a roadway 5-6 meters wide on Kiyanivskyi Lane (9-10 m wide on part of the plot).
In the document, in tiny letters, it is indicated that the territory of this detailed plan is fully included in the DIAZ “Ancient Kyiv”.
It is currently unknown what the parking lot and the reconstructed building will look like – because at the moment it is only a plan, while the DPT specifies the maximum permitted height of the future building. According to the document, on the site of the existing building (3-story – ed.), which is planned to be reconstructed, construction is allowed no higher than 25 m (that is, approximately an 8-story building), and on the site where the parking lot is planned – no higher than 9 meters (this approximately 3-story building).
The document also mentions an elevator and a pedestrian bridge from Kiyanivskyi Lane up to Peizazhnaya Alley.
To the draft decision published on the website of the Kyiv City Council, the Urban Development Department attached a certificate of public discussion, which, according to the KMDA website, lasted from October 4 to November 4, as well as the approval of this DPT by all relevant departments and agencies.
It is worth noting that information about the start of the discussion and its results can be found on the KMDA website. Where these data can be found only if you know exactly what and where to look. Because there is no such information on the main page of the KMDA, nor in popular social networks, in which the executive body of the city government is presented.
The document on public discussion mentions that three citizens submitted their objections to this project and asked to create a park on this historic territory instead of building. The Department of Urban Planning rejected all these comments with the same argument – people need shelter, now there is chaotic parking, plus the construction of the parking lot and the reconstruction of the building are supported by the residents of nearby buildings.
They also emphasized that “the site is located in a dead-end section of Kiyanivskyi lane, under a steep slope and surrounded by areas with a difficult topography, so it is not appropriate to consider it as a recreational park zone.” At the same time, the department added that the project envisages that the recreation area will be built on the roof of the parking lot.
According to information about the discussion, the fate of this territory was decided by 26 people who attended the hearing. It is indicated that these people are representatives of several OSNs and condominiums from buildings on Vozdvizhenska Street and Degtyarnaya Street, and all of them supported the construction in the historical area.
Deputy of the Kyiv City Council Zhenya Kuleba says that these public hearings are falsified.
“I was told that disguised janitors were driven there, as there was no such discussion, they just wrote that the community supported this draft decision,” the deputy said in a comment to “Ukrainian Pravda”.
She is generally surprised that this territory is in private or communal ownership, because, according to the law “On the protection of cultural heritage”, it should be in state ownership, and any decisions regarding this land should be fed by the Ministry of Culture.
The Ministry of Culture reacted negatively to the plans of the KMDA. It was noted there that a “parking lot for 320 cars” was planned to be created within several archaeological monuments: “Cultural Layer of the City of Yaroslavl”, “The End of Kopyriv”, “Settlement and Burial Ground on Dytynka Mountain” and “Historical Landscape of the Kyiv Mountains”, as well as close to the buffer zone of the world heritage site – Saint Sophia Cathedral.

At the same time, the KMDA emphasized that they plan to consider the draft decision at one of the nearest meetings of the Kyiv City Council.
“Currently, the area where the construction of the shelter and parking lot is planned does not belong to the park zone and was built up with garage boxes with retaining walls back in the Soviet period. These structures were mostly built by themselves, that is, without appropriate project documentation and any archaeological research,” they emphasized. in KMDA.
They added that the mode of use of this territory, determined by the scientific project documentation of the monument protection zones, is not prohibits new construction, but only imposes certain restrictions, including height restrictions.
“Placing arbitrarily built garage boxes here is not only a violation of regulatory requirements, but also a threat to engineering networks and structures and a devaluation of the historical and urban planning importance of the territory. In addition, the construction of a shelter and parking lot is planned within a large tourist route, which is visited by thousands of people every day… In the conditions of martial law, placing shelters in crowded places is one of the priorities,” the KMDA reported.
The city authorities assure that “the requirements of the monument protection legislation will be strictly observed during the implementation of the Detailed Territorial Plan project”: in particular, archaeological research will be conducted before the start of work, in addition, the project documentation will be sent to the cultural heritage protection authorities for approval.
The website of the Kyiv City Council states that the draft decision has already been supported by the Standing Committee on Architecture, Urban Planning and Land Relations.
According to the secretary of Kyiv Council Volodymyr Bondarenko, the draft decision can be put to the vote at the next meeting scheduled for November 21.
Bondarenko’s direct speech: “Everyone knows that there are more than 20 garages in that area that are privately owned. Now we are not saying whether it is correct or not, but documents were drawn up for them. Now we are canceling the right of registration in the courts, because the city’s position is that there are garages were not executed properly. These will be decisions on forced repurchase according to the regulatory assessment.”
He emphasized that the approval of the DPT does not mean that “there will be a parking lot there in half a year”, because several decisions and approvals must still be made before any work can begin.
“The permission of the Ministry of Culture will be obtained at the stage of land acquisition. If it comes to it. Now we are only defining a perspective plan for the use of the territory. The Ministry of Culture expressed its position and, accordingly, that it will be agreed with the Ministry of Culture. At the stage of land acquisition – even if the Ministry gives the appropriate approval – before the construction of this project, archaeological excavations should take place there, if there are archeological monuments there,” said the secretary of the Kyiv City Council.
He also added that in the draft budget for next year, “nothing is provided for these purposes yet”.
“Why so far? Because we don’t have a registered land plot, we don’t have a land user, and we don’t have a construction customer. If the customer – conditionally – is a utility company, then of course it will be done with city money, and if someone else, then not city funds,” said the deputy head of the KMDA.
When asked whether this decision does not cause any opposition in him personally and whether he will put it to a vote, Bondarenko said: “Currently, at this stage, it does not, so I will put it to the consideration of the deputies.”
He also promised that he would initiate a decision on additional informing of Kyiv residents about holding public hearings on similar issues, so that as many residents as possible could be involved in the discussion.
