According to Shmyhal, when deciding on “Winter is Support”, the government sets three main goals:
- the first is to financially support Ukrainian families – the funds from “Winter is Support” can be spent on medicine, books, clothes, bus and train tickets, utility and other services;
- the second is to support Ukrainian service providers and Ukrainian manufacturers, this is an additional stimulus for the economy;
- the third is to demonstrate the unity of Ukrainian society, since one of the options for using funds is to support the Ukrainian army by transferring funds to the charity accounts of the Security and Defense Forces or a volunteer fund you trust.
On December 1, President of Ukraine Volodymyr Zelenskyi initiated a one-time aid program, which provides for the payment of one thousand hryvnias for each Ukrainian to “support the population in the winter period.” Payments will be financed from unused budget funds of the Ministry of Economy and other ministries, which, according to First Deputy Minister of Economy Oleksiy Sobolev, will not have time to master by the end of the year.
The National Bank believes that the program to distribute one thousand hryvnias to Ukrainians is unlikely to have a dangerous effect on prices in Ukraine.
Also, on November 8, the Cabinet of Ministers decided to introduce a monthly “teacher supplement” to the salary of teachers in the amount of one thousand hryvnias, from September 1, 2025, this payment will be increased to 2,000 hryvnias “in the hands” of each teacher.
