“At one of the upcoming meetings of the Kyiv City Council, deputies will be invited to consider the project “Detailed plan of territories along Kiyanivskyi lane in Shevchenkivskyi district of the city. of Kyiv”, which will allow the creation of an anti-radiation shelter for 1,650 places and an underground parking lot for 320 cars. Currently, the area where the construction of the shelter and parking lot is planned does not belong to the park zone and was built up with garage boxes with retaining walls even during the Soviet period. Most of these structures were erected by themselves, that is, without appropriate project documentation and any archaeological research,” the report says.
The KMDA emphasizes that “the mode of use of this territory, determined by the scientific project documentation of monument protection zones, does not prohibit new construction, but only imposes certain restrictions, in particular height restrictions. In addition, mandatory archaeological research is provided before the start of construction work.”
The implementation of the project, emphasizes the KMDA, will make it possible to “preserve the existing scale of the building, will not create additional architectural accents and dominants that would violate the traditional nature of the historical environment.”
“The territory of the detailed plan project is located within the Central Historical Area, the Central Planning Zone, the State Historical and Architectural Reserve “Ancient Kyiv”, architectural and archaeological protection zones, protected landscape zones, archaeological reserves, territories of landscape monuments, history, archeology, zones protection of individual monuments and complexes. However, the placement of arbitrarily built garage boxes here is not only a violation of regulatory requirements, but also a threat to engineering networks and structures and a devaluation of the historical and town-planning significance of the territory,” the city administration said.
